0012|     MAKING AN APPROPRIATION TO THE OFFICE OF THE STATE ENGINEER FOR

0013|     A TECHNICAL ASSESSMENT OF THE WATER RESOURCES IN THE MIDDLE RIO
    |
0014|     GRANDE VALLEY; DECLARING AN EMERGENCY.

0016|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0017|       Section 1.  APPROPRIATION.--Two million dollars
    |
0018|     ($2,000,000) is appropriated from the general fund to the office
    |
0019|     of the state engineer for expenditure in fiscal years 1997 and
    |
0020|     1998 for distribution in the following manner:
    |
0021|                 (1)  one million five hundred thousand dollars
    |
0022|     ($1,500,000) to conduct essential assessments of water resources
    |
0023|     in the middle Rio Grande valley;
    |
0024|                 (2)  two hundred fifty thousand dollars
    |
0025|     ($250,000) to continue the operation of the Texas-New Mexico
    |
0001|     commission; and
    |
0002|                 (3)  two hundred fifty thousand dollars
    |
0003|     ($250,000) to achieve a sustainable water supply for critical
    |
0004|     regions within New Mexico.
    |
0005|            B.  Any unexpended or unencumbered balance remaining
    |
0006|     at the end of fiscal year 1998 shall revert to the general fund.
    |
0007|       Section 2.  EMERGENCY.--It is necessary for the public
    |
0008|     peace, health and safety that this act take effect immediately.
