0012|     MAKING AN APPROPRIATION FOR A MANAGEMENT REVIEW OF THE OFFICE OF

0013|     THE STATE ENGINEER; DECLARING AN EMERGENCY.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|       Section 1.  APPROPRIATION.--Two hundred fifty thousand
    |
0017|     dollars ($250,000) is appropriated from the general fund to the
    |
0018|     state engineer for expenditure in fiscal years 1996 and 1997 for
    |
0019|     the purpose of hiring an independent management consultant to
    |
0020|     conduct a comprehensive management review of the
    |
0021|     responsibilities and duties of the office of the state engineer
    |
0022|     and to create a plan and assist in implementation of the plan to
    |
0023|     improve the efficiency of the office and the administration of
    |
0024|     the waters of New Mexico.  Any unexpended or unencumbered
    |
0025|     balance remaining at the end of fiscal year 1997 shall revert to
    |
0001|     the general fund.
    |
0002|       Section 2.  EMERGENCY.--It is necessary for the public
    |
0003|     peace, health and safety that this act take effect immediately.

0025|     New Mexico.  The management plan shall include the most
    |
0001|     efficient and effective way to consolidate and coordinate local,
    |
0002|     regional and statewide water study funding.

0003|            B.  The state engineer shall provide to the
    |
0004|     appropriate interim committees copies of the request for
    |
0005|     proposal for the management review and keep the committees
    |
0006|     apprised of the progress of the review.
    |
0007|            C.  Any unexpended or unencumbered balance remaining
    |
0008|     at the end of fiscal year 1997 shall revert to the general fund.
    |
