0012|     MAKING AN APPROPRIATION TO EASTERN NEW MEXICO UNIVERSITY FOR

0013|     RECRUITING AND RETENTION OF STUDENTS; DECLARING AN EMERGENCY.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|       Section 1.  APPROPRIATION.--Fifty-one thousand dollars
    |
0017|     ($51,000) is appropriated from the general fund to the board of
    |
0018|     regents of eastern New Mexico university for expenditure in
    |
0019|     fiscal years 1996 and 1997 for the purpose of expanding a
    |
0020|     student-based program to recruit and retain students at the
    |
0021|     university.  Any unexpended or unencumbered balance remaining at
    |
0022|     the end of fiscal year 1997 shall revert to the general fund.
    |
0023|       Section 2.  EMERGENCY.--It is necessary for the public
    |
0024|     peace, health and safety that this act take effect immediately.
