SEVERANCE TAX BONDS--PURPOSE FOR WHICH ISSUED-- | 0019| APPROPRIATION OF PROCEEDS.-- | 0020| A. The state board of finance may issue and sell | 0021| severance tax bonds in compliance with the Severance Tax Bonding | 0022| Act in an amount not to exceed one million four hundred seventy | 0023| thousand dollars ($1,470,000) when the state department of | 0024| public education certifies the need for the issuance of the | 0025| bonds. The state board of finance shall schedule the issuance | 0001| and sale of the bonds in the most expeditious and economical | 0002| manner possible upon a finding by the board that the project has | 0003| been developed sufficiently to justify the issuance and that the | 0004| project can proceed to contract within a reasonable time. The | 0005| state board of finance shall further take the appropriate steps | 0006| necessary to comply with the Internal Revenue Code of 1986, as | 0007| amended. The proceeds from the sale of the bonds are | 0008| appropriated to the state department of public education in the | 0009| following amounts for the following purposes: | 0010| (1) one hundred thousand dollars ($100,000) to | 0011| refinish the all-weather track at Santa Rosa high school located | 0012| in Guadalupe county; | 0013| (2) seven hundred fifty thousand dollars | 0014| ($750,000) to plan, design, construct and equip a fine arts | 0015| center at Santa Rosa high school located in Guadalupe county; | 0016| (3) ten thousand dollars ($10,000) to install a | 0017| fence and make other improvements to Santa Rosa high school | 0018| located in Guadalupe county; | 0019| (4) twenty thousand dollars ($20,000) to | 0020| remodel and make improvements to the bathrooms at Santa Rosa | 0021| high school located in Guadalupe county; | 0022| (5) one hundred fifty thousand dollars | 0023| ($150,000) to rewire the electrical system at Santa Rosa high | 0024| school located in Guadalupe county; | 0025| (6) ten thousand dollars ($10,000) to remodel | 0001| and install windows in the classrooms at Santa Rosa high school | 0002| located in Guadalupe county; | 0003| (7) twenty thousand dollars ($20,000) to | 0004| remodel and make improvements to the library and meeting rooms | 0005| at Santa Rosa high school located in Guadalupe county; | 0006| (8) one hundred fifty thousand dollars | 0007| ($150,000) to make improvements to and remodel Santa Rosa high | 0008| school located in Guadalupe county, in order to comply with the | 0009| federal Americans with Disabilities Act of 1990; | 0010| (9) one hundred fifty thousand dollars | 0011| ($150,000) to install an air conditioning system at Santa Rosa | 0012| middle school located in Guadalupe county; | 0013| (10) twenty-five thousand dollars ($25,000) to | 0014| landscape and make other improvements to the Santa Rosa middle | 0015| school located in Guadalupe county; | 0016| (11) fifty thousand dollars ($50,000) to | 0017| remodel and make improvements to the Santa Rosa middle school | 0018| located in Guadalupe county, in order to comply with the federal | 0019| Americans with Disabilities Act of 1990; | 0020| (12) ten thousand dollars ($10,000) to relocate | 0021| Sure House from the elementary school to the middle school in | 0022| Santa Rosa located in Guadalupe county; | 0023| (13) five thousand dollars ($5,000) to reroute | 0024| the bus entryway at the elementary school in Anton Chico located | 0025| in Guadalupe county; and | 0001| (14) twenty thousand dollars ($20,000) to | 0002| rewire and make improvements to set up a computer laboratory at | 0003| Anton Chico elementary school located in Guadalupe county. | 0004| B. If the state department of public education has | 0005| not certified the need for the issuance of the bonds by the end | 0006| of fiscal year 1998, the authorization provided in this section | 0007| shall be void. Any unexpended or unencumbered balance remaining | 0008| from the proceeds of severance tax bonds issued pursuant to | 0009| Subsection A of this section at the end of fiscal year 1999 | 0010| shall revert to the severance tax bonding fund. | 0011| Section 2.
