0012| RELATING TO CAPITAL EXPENDITURES; REAUTHORIZING BALANCES AND

0013| CHANGING PURPOSES OF CAPITAL PROJECT APPROPRIATIONS; MAKING

0014| APPROPRIATIONS FOR CAPITAL PROJECTS IN SENATE DISTRICT 30 IN
|
0015| CIBOLA COUNTY; DECLARING AN EMERGENCY.
|

0017| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0018| Section 1. SEVERANCE TAX BONDS--DEPARTMENT OF FINANCE AND
|
0019| ADMINISTRATION--CHANGES IN PURPOSE--EXTENDING EXPENDITURE
|
0020| PERIOD--APPROPRIATIONS.--
|
0021| A. The balance of the proceeds from severance tax
|
0022| bonds appropriated to the local government division of the
|
0023| department of finance and administration to design, construct
|
0024| and equip an addition to the Cibola general hospital in Grants
|
0025| in Cibola county pursuant to Subsection YYY of Section 7 of
|
0001| Chapter 367 of Laws 1993 shall not be expended for that purpose
|
0002| but is reauthorized and appropriated for the purpose of
|
0003| constructing, equipping and furnishing a multipurpose
|
0004| recreational facility in the city of Grants located in Cibola
|
0005| county. The period of time for expenditure of the appropriation
|
0006| is extended through fiscal year 1998. Any unexpended or
|
0007| unencumbered balance remaining at the end of fiscal year 1998
|
0008| shall revert to the severance tax bonding fund.
|
0009| B. The balance of the proceeds from severance tax
|
0010| bonds appropriated to the local government division of the
|
0011| department of finance and administration to plan and design the
|
0012| Cibola general hospital in Cibola county pursuant to Subsection
|
0013| DDDDD of Section 9 of Chapter 148 of Laws 1994 shall not be
|
0014| expended for that purpose but is reauthorized and appropriated
|
0015| to construct, equip or furnish a multipurpose recreational
|
0016| facility in the city of Grants located in Cibola county. The
|
0017| period of term for expenditure of the appropriation is extended
|
0018| through fiscal year 1998. Any unexpended or unencumbered
|
0019| balance remaining at the end of fiscal year 1998 shall revert to
|
0020| the severance tax bonding fund.
|
0021| Section 2. SEVERANCE TAX BONDS--CHANGE OF AGENCY--CHANGE
|
0022| IN PURPOSE--APPROPRIATION.--The balance of the proceeds from
|
0023| severance tax bonds appropriated to the office of cultural
|
0024| affairs for museum exhibits or audio-visual materials for El
|
0025| Malpais national monument in Cibola county pursuant to
|
0001| Subsection H of Section 4 of Chapter 367 of Laws 1993 and as
|
0002| reauthorized and changed pursuant to Laws 1995, Chapter 218,
|
0003| Section 43 shall not be expended for that purpose but is
|
0004| reauthorized and appropriated to the local government division
|
0005| of the department of finance and administration to construct,
|
0006| equip or furnish a multipurpose recreational facility in the
|
0007| city of Grants in Cibola county. Any unexpended or unencumbered
|
0008| balance remaining at the end of fiscal year 1998 shall revert to
|
0009| the severance tax bonding fund.
|
0010| Section 3. GENERAL FUND--CHANGE OF AGENCY--CHANGE IN
|
0011| PURPOSE--APPROPRIATION.--The balance of the appropriation from
|
0012| the general fund to the state highway and transportation
|
0013| department for improvements to and replacement of a water line
|
0014| at Ralph Card road in the village of Milan in Cibola county
|
0015| pursuant to Subsection T of Section 27 of Chapter 222 of Laws
|
0016| 1995 shall not be expended for that purpose but is reauthorized
|
0017| and appropriated to the department of environment to repair and
|
0018| renovate the Golden Acres well in the village of Milan in Cibola
|
0019| county.
|
0020| Section 4. EMERGENCY.--It is necessary for the public
|
0021| peace, health and safety that this act take effect immediately.
