0012|     MAKING AN APPROPRIATION TO PROVIDE VIDEO AND MEDIA LITERACY

0013|     EDUCATION FOR HIGH-RISK YOUTH.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

0016|       Section 1.  APPROPRIATION.--Three hundred thousand dollars
    |
0017|     ($300,000) is appropriated from the general fund to KNME
    |
0018|     television station for expenditure in fiscal years 1997 and 1998
    |
0019|     to provide, in cooperation with Albuquerque public schools and
    |
0020|     the university of New Mexico, a program in video and television
    |
0021|     production training and media literacy education for high-risk
    |
0022|     youth, primarily those between the ages of thirteen and
    |
0023|     seventeen.  The goals of this program are to develop personal
    |
0024|     confidence and esteem as well as to acquire employment
    |
0025|     preparation for and employment potential in the media industry,
    |
0001|     to learn video, television and teleconferencing skills and to
    |
0002|     engender interest in education in the media fields. 
    |
0003|     Participants in the program are to be identified in consultation
    |
0004|     with agencies that primarily work with high-risk youth.  Any
    |
0005|     unexpended or unencumbered balance remaining at the end of
    |
0006|     fiscal year 1998 shall revert to the general fund.
