STELL | 0006| | 0007| | 0008| | 0009| FOR THE LEGISLATIVE EDUCATION STUDY COMMITTEE | 0010| | 0011| A JOINT MEMORIAL | 0012| ENCOURAGING SCHOOL DISTRICTS TO OBTAIN TELECOMMUNICATION | 0013| SERVICES AND EQUIPMENT AT DISCOUNTED PRICES THROUGH THE GENERAL | 0014| SERVICES DEPARTMENT. | 0015| | 0016| WHEREAS, increased Internet access improves the potential | 0017| scope and variety of learning experiences for students and | 0018| teachers and improves administrative efficiency; and | 0019| WHEREAS, one of the stated objectives of goals 2000 is to | 0020| connect all public schools to the Internet; and | 0021| WHEREAS, many New Mexico districts are currently increasing | 0022| access to the Internet; and | 0023| WHEREAS, school districts must pay commercial | 0024| telecommunication rates because preferential rates do not exist; | 0025| and | 0001| WHEREAS, telecommunication expenditures associated with | 0002| increased access to the Internet are expected to increase | 0003| dramatically; and | 0004| WHEREAS, the state of New Mexico, through the general | 0005| services department, is able to negotiate lower | 0006| telecommunication rates through current and future master | 0007| purchase agreements; | 0008| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0009| STATE OF NEW MEXICO that the general services department be | 0010| requested to study the feasibility of purchasing | 0011| telecommunication services and equipment in bulk so that school | 0012| districts may purchase these items at a discount; and | 0013| BE IT FURTHER RESOLVED that the general services department | 0014| and the council on technology in education encourage school | 0015| districts to pursue discount telecommunication rates and | 0016| equipment and maintenance agreements through the bulk purchase | 0017| agreements made by the general services department; and | 0018| BE IT FURTHER RESOLVED that the council on technology in | 0019| education, education technology bureau of the state department | 0020| of public education and general services department report the | 0021| steps taken to promote cost-saving alternatives through the | 0022| general services department to the legislative education study | 0023| committee by November 1, 1996; and | 0024| BE IT FURTHER RESOLVED that copies of this memorial be | 0025| transmitted to the superintendent of public instruction, | 0001| secretary of general services and director of the legislative | 0002| education study committee staff for appropriate distribution. | 0003| - 3 - State of New Mexico | 0004| House of Representatives | 0005| | 0006| FORTY-SECOND LEGISLATURE | 0007| SECOND SESSION, 1996 | 0008| | 0009| January 25, l996 | 0010| | 0011| | 0012| Mr. Speaker: | 0013| | 0014| Your RULES AND ORDER OF BUSINESS COMMITTEE, to | 0015| whom has been referred | 0016| | 0017| HOUSE JOINT MEMORIAL 5 | 0018| | 0019| has had it under consideration and finds same to be | 0020| GERMANE in accordance with constitutional provisions. | 0021| | 0022| Respectfully submitted, | 0023| | 0024| | 0025| | 0001| | 0002| Barbara A.
