0012|     REQUESTING THE WORK FORCE DEVELOPMENT BOARD TO INVESTIGATE

0013|     ALTERNATIVE METHODS TO DISCOURAGE THE EXPORTATION OF JOBS AND
    |
0014|     UNFAIR INTERSTATE JOB COMPETITION.

0016|       WHEREAS, American businesses have been "restructuring" by
    |
0017|     laying off millions of employees over the past few years; and
    |
0018|       WHEREAS, many of the same companies have exported those
    |
0019|     jobs to Mexico and the Far East; and
    |
0020|       WHEREAS, companies also force states to bid against one
    |
0021|     another by providing tax breaks and lower wages; and
    |
0022|       WHEREAS, corporate profits have reached all-time highs
    |
0023|     while workers and employees are receiving lower wages and fewer
    |
0024|     benefits and state and local governments are receiving fewer net
    |
0025|     revenues; and
    |
0001|       WHEREAS, the national labor caucus of state legislators has
    |
0002|     proposed a multistate industrial retention commission to
    |
0003|     investigate plant closings and mass layoffs and to recommend
    |
0004|     economic sanctions such as public sector purchasing sanctions
    |
0005|     and public employee pension fund divestment against businesses
    |
0006|     that export jobs and promote interstate job competition;
    |
0007|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0008|     STATE OF NEW MEXICO that the work force development board, with
    |
0009|     the cooperation of the labor department, be requested to
    |
0010|     investigate alternative methods, including joining a multistate
    |
0011|     industrial retention commission, to discourage the exportation
    |
0012|     of jobs and unfair interstate job competition; and
    |
0013|       BE IT FURTHER RESOLVED that copies of this memorial be
    |
0014|     transmitted to the work force development board and the labor
    |
0015|     department.
