0012|     REQUESTING THAT THE STATE BOARD OF EDUCATION ASSIST HIGH SCHOOLS
    |
0013|     AND STUDENT ATHLETES IN MEETING NEW MEXICO COURSE REQUIREMENTS
    |
0014|     AND NATIONAL COLLEGIATE ATHLETIC ASSOCIATION INITIAL-ELIGIBILITY
    |
0015|     REQUIREMENTS SO THAT STUDENT ATHLETES WILL NOT BE FORCED TO
    |
0016|     RELINQUISH SCHOLARSHIP ASSISTANCE.
    |

    |
0018|       WHEREAS, the national collegiate athletic association
    |
0019|     division I and II member institutions overwhelmingly endorsed
    |
0020|     the establishment of an initial-eligibility clearinghouse in
    |
0021|     1993 to evaluate high school core courses in a consistent manner
    |
0022|     by trained, unbiased individuals and to review all other
    |
0023|     information required for initial-eligibility certification; and
    |
0024|       WHEREAS, the national collegiate athletic association has
    |
0025|     established certain academic course requirements and procedures
    |
0001|     for nonstandard course approval by the clearinghouse academic
    |
0002|     requirements committee that are based on documentation provided
    |
0003|     by high school principals or guidance personnel verifying that
    |
0004|     the nonstandard courses are qualitatively and quantitatively the
    |
0005|     same as regular academic courses; and
    |
0006|       WHEREAS, student athletes may not receive appropriate or
    |
0007|     sufficient guidance on the clearinghouse initial-eligibility
    |
0008|     requirements and the interrelationships of high school courses
    |
0009|     and courses required by the clearinghouse; and
    |
0010|       WHEREAS, there is evidence that New Mexico student athletes
    |
0011|     have encountered difficulties in meeting clearinghouse initial-eligibility requirements, which puts their college admissions
    |
0012|     and scholarships in jeopardy; and
    |
0013|       WHEREAS, information must be disseminated in a timely and
    |
0014|     appropriate manner to students, high school counselors,
    |
0015|     administrators and athletic personnel, colleges and
    |
0016|     universities, as well as the clearinghouse; and
    |
0017|       WHEREAS, all students, including student athletes, must
    |
0018|     receive consistent, accurate and appropriate information to meet
    |
0019|     course, graduation and other necessary requirements; and
    |
0020|       WHEREAS, the state board of education must prescribe
    |
0021|     courses of instruction, requirements for graduation and
    |
0022|     standards for all public schools, for private schools seeking
    |
0023|     state accreditation and for all the educational programs
    |
0024|     conducted in state institutions;
    |
0025|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0001|     STATE OF NEW MEXICO that the state board of education
    |
0002|     communicate to school districts the student eligibility
    |
0003|     requirements for national collegiate athletic association
    |
0004|     athletic scholarships and that the state board of education
    |
0005|     encourage school counselors to share this information with
    |
0006|     students and parents in a timely manner; and
    |
0007|       BE IT FURTHER RESOLVED that the state board of education
    |
0008|     work with the New Mexico activities association to ensure that
    |
0009|     information on national collegiate athletic association
    |
0010|     eligibility requirements be included annually in New Mexico
    |
0011|     activities association mailings to member schools and that the
    |
0012|     national collegiate athletic association initial-eligibility
    |
0013|     requirements are the topic of appropriate New Mexico activities
    |
0014|     association state and regional meetings; and
    |
0015|       BE IT FURTHER RESOLVED that the state board of education
    |
0016|     inquire of the New Mexico national collegiate athletic
    |
0017|     association presidents commission members what problems students
    |
0018|     in New Mexico are encountering in meeting the initial-eligibility requirements; and
    |
0019|       BE IT FURTHER RESOLVED that the state board of education
    |
0020|     communicate through the New Mexico national collegiate athletic
    |
0021|     association presidents commission regarding the state board of
    |
0022|     education alternative credit options and courses that correspond
    |
0023|     with national collegiate athletic association course
    |
0024|     requirements; and
    |
0025|       BE IT FURTHER RESOLVED that copies of this memorial be
    |
0001|     transmitted to the president of the state board of education,
    |
0002|     the superintendent of public instruction, the New Mexico
    |
0003|     activities association and New Mexico national collegiate
    |
0004|     athletic association representatives for appropriate
    |
0005|     distribution.
