0001| HOUSE JOINT MEMORIAL 65 | 0002| 42ND LEGISLATURE - STATE OF NEW MEXICO - SECOND SESSION, | 0003| 1996 | 0004| INTRODUCED BY | 0005| MICHAEL OLGUIN | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING A RESOUNDING VOICE OF SUPPORT BY THE STATE | 0013| LEGISLATURE FOR THE TOWN HALL ON STRATEGIC PLANNING IN NEW | 0014| MEXICO HOSTED BY NEW MEXICO FIRST IN JUNE OF 1996. | 0015| | 0016| WHEREAS, New Mexico First has scheduled a town hall for | 0017| citizens across the state in June of 1996 to discuss issues of | 0018| long-term significance to the well-being of the state; and | 0019| WHEREAS, the state legislature has shown its support for | 0020| strategic planning through the creation of and participation in | 0021| the horizons task force created in 1994; and | 0022| WHEREAS, the horizons task force, comprised of | 0023| representatives from the public, private and nonprofit sectors, | 0024| studied various processes for strategic planning, identified | 0025| guiding principles for strategic plans for New Mexico and made | 0001| recommendations for a strategic planning process for the state; | 0002| and | 0003| WHEREAS, many community, local government, state | 0004| government, educational and nonprofit organizational leaders | 0005| have joined with leaders from the private sector to continue | 0006| discussions about the future of New Mexico and the processes to | 0007| develop a shared vision, valued for its clarity and support of | 0008| fundamental economic, educational, social, cultural and | 0009| political aspirations; and | 0010| WHEREAS, the New Mexico First town hall will facilitate | 0011| continued discussion and identification of a vision and | 0012| comprehensive, long-range strategic planning processes necessary | 0013| for the prudent and deliberate growth of the state; and | 0014| WHEREAS, the voluntary and democratic nature of New Mexico | 0015| First will ensure diverse representation of constituents | 0016| throughout New Mexico; | 0017| NOW, THEREFORE BE IT RESOLVED BY THE LEGISLATURE OF THE | 0018| STATE OF NEW MEXICO that it hereby urge New Mexico First to | 0019| build upon the principles of the horizons task force; and | 0020| BE IT FURTHER RESOLVED that the state legislature encourage | 0021| New Mexico First to move forward boldly and confidently in | 0022| creating and planning the town hall and in seeking | 0023| representatives from the legislative, executive and judicial | 0024| branches of state government, as well as sound representation of | 0025| citizens from New Mexico, and leaders from the private, public | 0001| and nonprofit sectors; and | 0002| BE IT FURTHER RESOLVED that the state legislature in | 0003| January of 1997 receive and consider implementation of the | 0004| recommendations of New Mexico First's town hall and that the | 0005| state legislature urge New Mexico First to widely disseminate | 0006| the results of the town hall throughout the state. | 0007|  |
