0012|     REQUESTING THAT THE COUNCIL ON TECHNOLOGY IN EDUCATION AND THE
    |
0013|     TAXATION AND REVENUE DEPARTMENT STUDY OPTIONS FOR RAISING
    |
0014|     REVENUES TO FUND EDUCATION TECHNOLOGY INFRASTRUCTURE AND
    |
0015|     EQUIPMENT FOR PUBLIC SCHOOLS.

0017|       WHEREAS, research indicates that equal access to technology
    |
0018|     is becoming increasingly critical to guaranteeing educational
    |
0019|     opportunities for all students; and
    |
0020|       WHEREAS, in 1995 the United States general accounting
    |
0021|     office reported that, when comparing the availability of
    |
0022|     technology equipment and related infrastructure, school
    |
0023|     districts in New Mexico are among the least technologically
    |
0024|     prepared in the nation; and
    |
0025|       WHEREAS, many states are attempting to meet the technology
    |
0001|     needs of school districts through innovative approaches for
    |
0002|     raising revenue for technology equipment and infrastructure; and
    |
0003|       WHEREAS, results of surveys conducted by the legislative
    |
0004|     education study committee and state department of public
    |
0005|     education indicate that overall education funding for technology
    |
0006|     equipment and other technology infrastructure is an issue that
    |
0007|     should continue to be addressed by state policymakers; and
    |
0008|       WHEREAS, the council on technology in education has
    |
0009|     estimated that in the 1995-96 school year there are
    |
0010|     approximately one hundred seventy million dollars ($170,000,000)
    |
0011|     in education technology equipment and infrastructure needs in
    |
0012|     New Mexico school districts; and
    |
0013|       WHEREAS, the Technology for Education Act places
    |
0014|     responsibility with the council on technology in education for
    |
0015|     recommending funding mechanisms that will support the
    |
0016|     development and maintenance of an effective education technology
    |
0017|     infrastructure in New Mexico;
    |
0018|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0019|     STATE OF NEW MEXICO that the council on technology in education,
    |
0020|     with the assistance of the taxation and revenue department, be
    |
0021|     requested to study options for raising revenues to fund
    |
0022|     education technology infrastructure and equipment for New Mexico
    |
0023|     public school districts; and
    |
0024|       BE IT FURTHER RESOLVED that the council on technology in
    |
0025|     education and the taxation and revenue department examine
    |
0001|     telephone surcharges and funding programs implemented by other
    |
0002|     states, as well as any other possible revenue sources; and
    |
0003|       BE IT FURTHER RESOLVED that the council on technology in
    |
0004|     education and the taxation and revenue department present the
    |
0005|     options for funding the capital outlay costs of education
    |
0006|     technology to the legislative education study committee and
    |
0007|     other interim legislative committees that examine taxation or
    |
0008|     telecommunication regulation issues prior to November 1, 1996;
    |
0009|     and
    |
0010|       BE IT FURTHER RESOLVED that copies of this memorial be
    |
0011|     transmitted to the superintendent of public instruction, the
    |
0012|     secretary of taxation and revenue and the director of the
    |
0013|     legislative education study committee staff for appropriate
    |
0014|     distribution.
