0012| REQUESTING THE DEPARTMENT OF HEALTH, THE CORRECTIONS DEPARTMENT
|
0013| AND THE DEPARTMENT OF PUBLIC SAFETY TO ASSESS DETENTION FACILITY
|
0014| CONDITIONS AND RECOMMEND STANDARDS FOR IMPROVEMENT.
|

0016| WHEREAS, there are more than fifty local detention
|
0017| facilities in New Mexico, and more than two hundred thousand
|
0018| people are detained in them each year; and
|
0019| WHEREAS, these locally run detention facilities range in
|
0020| age from one year to eighty years old, and, consequently,
|
0021| facility conditions vary greatly, with some operating under high
|
0022| standards and others operating only under consent decrees; and
|
0023| WHEREAS, local government detention facilities face
|
0024| numerous problems, including inadequate staff, low salaries,
|
0025| overcrowding, substandard physical plants and non-uniform
|
0001| procedures; and
|
0002| WHEREAS, local government detention facilities operate at
|
0003| eighty percent capacity with an average daily population of four
|
0004| thousand five hundred detainees, the vast majority of whom are
|
0005| adults; and
|
0006| WHEREAS, ten percent of all detainees are identified at
|
0007| booking as suffering from mental illness, and it is believed
|
0008| that figure reaches thirty percent of detainees when dual
|
0009| diagnosis is taken into account;
|
0010| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0011| STATE OF NEW MEXICO that the department of health, corrections
|
0012| department and department of public safety be requested to study
|
0013| and assess conditions in local government detention facilities
|
0014| and recommend standards for improvement; and
|
0015| BE IT FURTHER RESOLVED that the department of health,
|
0016| corrections department and department of public safety seek
|
0017| input and assistance from the New Mexico municipal league, the
|
0018| New Mexico association of counties, the sheriffs' and police
|
0019| chiefs' associations, tribal governments and the alliance for
|
0020| the mentally ill of New Mexico (AMI); and
|
0021| BE IT FURTHER RESOLVED that the department of health,
|
0022| corrections department and department of public safety report
|
0023| on their progress by November 1, 1996 to the interim legislative
|
0024| health and human services committee and the courts, corrections
|
0025| and criminal justice committee or other appropriate interim
|
0001| committee of the legislature; and
|
0002| BE IT FURTHER RESOLVED that copies of this memorial be sent
|
0003| to the secretaries of health, corrections and public safety and
|
0004| the governor.
