CISNEROS | 0006| | 0007| FOR THE LEGISLATIVE HEALTH AND HUMAN SERVICES COMMITTEE | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING THE GOVERNOR'S COMMITTEE ON CONCERNS OF THE | 0013| HANDICAPPED TO STUDY ISSUES RELATED TO MULTIPLE CHEMICAL | 0014| SENSITIVITIES. | 0015| | 0016| WHEREAS, people of all ages in New Mexico and worldwide | 0017| have become chemically sensitized and suffer adverse health | 0018| reactions to many building products, smoke, pesticides, | 0019| fragrances and other chemicals; and | 0020| WHEREAS, the condition known variously as multiple chemical | 0021| sensitivities, environmental illness or ecological illness has | 0022| been recognized by state and federal agencies, including the | 0023| United States department of housing and urban development, the | 0024| social security administration, the environmental protection | 0025| agency and the national academy of sciences; and | 0001| WHEREAS, the causes of multiple chemical sensitivities are | 0002| not fully understood, and there is controversy over this | 0003| illness; and | 0004| WHEREAS, physicians in the Santa Fe-Los Alamos area have | 0005| diagnosed more than one thousand five hundred patients with | 0006| multiple chemical sensitivities, and the number of cases is | 0007| increasing; and | 0008| WHEREAS, the health of the general population is at risk | 0009| from high-level and chronic low-level chemical exposures that | 0010| can lead to illnesses that may be preventable through reductions | 0011| or avoidance of chemicals in air, water and food and in both | 0012| indoor and outdoor environments; and | 0013| WHEREAS, people with multiple chemical sensitivities are | 0014| often denied adequate housing, schooling, employment, health | 0015| care, insurance, disability benefits, legal and counseling | 0016| services and access to public places because of chemical | 0017| barriers, ignorance or subtle or overt forms of discrimination; | 0018| and | 0019| WHEREAS, educational programs and incentives could help | 0020| reduce hazards and exposures in the workplace, leading to | 0021| improved access to employment, increased productivity and | 0022| reduction of injuries; and | 0023| WHEREAS, housing that is designed to be affordable and | 0024| accessible to people with multiple chemical sensitivities would | 0025| help stabilize or improve the health of those people, many of | 0001| whom are forced to live outdoors or in substandard conditions; | 0002| and | 0003| WHEREAS, information about and recognition of multiple | 0004| chemical sensitivities could improve opportunities for people | 0005| with this condition to receive medical care, public benefits and | 0006| services, to participate in and contribute to social, economic | 0007| and civic affairs and to be protected from injury and have a | 0008| better quality of life; | 0009| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0010| STATE OF NEW MEXICO that the governor's committee on concerns of | 0011| the handicapped study, with the cooperation of the department of | 0012| health, the human services department and other appropriate | 0013| state agencies, the extent of problems faced by individuals with | 0014| multiple chemical sensitivities or environmental illness; and | 0015| BE IT FURTHER RESOLVED that the study include issues of | 0016| health care, discrimination, public education, employment, | 0017| housing, insurance, public benefits and services, access to | 0018| government, legal services and environmental regulation;
