0012|     REQUESTING STATE AGENCIES TO ANALYZE FACTORS MAKING NEW MEXICO

0013|     ONE OF THE POOREST STATES IN THE COUNTRY AND RECOMMEND

0014|     LEGISLATION TO REDUCE THE POVERTY RATE AND BRING NEW MEXICO INTO

0015|     THE TWENTY-FIRST CENTURY.

0017|       WHEREAS, New Mexico is the second poorest state in the
    |
0018|     country with twenty-one percent of its citizens in poverty,
    |
0019|     according to the United States census bureau; and
    |
0020|       WHEREAS, New Mexico stands forty-sixth among the states in
    |
0021|     median income; and
    |
0022|       WHEREAS, the median income for New Mexico actually declined
    |
0023|     from 1993 levels in spite of a so-called expanding economy in
    |
0024|     1994 and 1995; and
    |
0025|       WHEREAS, New Mexico ranks forty-ninth in number of citizens
    |
0001|     with health insurance; and
    |
0002|       WHEREAS, New Mexico ranks forty-seventh in disposable
    |
0003|     personal income per capita;
    |
0004|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0005|     STATE OF NEW MEXICO that the children, youth and families
    |
0006|     department, the human services department, the department of
    |
0007|     health, the labor department and the state agency on aging, as
    |
0008|     well as the human needs coordinating council, study factors that
    |
0009|     contribute to poverty and the effects of poverty and make
    |
0010|     recommendations for state actions to address the issue to the
    |
0011|     legislative health and human services committee and to the
    |
0012|     legislative finance committee by November 1, 1996; and
    |
0013|       BE IT FURTHER RESOLVED that copies of this memorial be
    |
0014|     transmitted to the secretaries of children, youth and families,
    |
0015|     human services, health and labor and the director of the state
    |
0016|     agency on aging.
