BENAVIDES | 0006| | 0007| | 0008| | 0009| | 0010| | 0011| A JOINT MEMORIAL | 0012| REQUESTING LOCAL GOVERNMENT SUPPORT FOR RECOGNITION OF LA | 0013| HERENCIA EN SANTA FE. | 0014| | 0015| WHEREAS, a meeting of the open forum of Indian peoples at | 0016| the ninth inter-American Indian institute in November 1985 | 0017| addressed the need of Indian peoples to effectively defend the | 0018| exercise of their human and political rights and the right of | 0019| self-determination; and | 0020| WHEREAS, it is the wish of these Indian peoples to | 0021| contribute to the defense of their political rights and their | 0022| right to self-determination; and | 0023| WHEREAS, as long ago as territorial days and as recently as | 0024| 1987, the legislature gave recognition and legal credence to | 0025| land grants, acequia associations and small claim exceptions, as | 0001| well as to the rights of the people of La Herencia en Santa Fe; | 0002| and | 0003| WHEREAS, in 1991 and 1992, the United States congress | 0004| deliberated over the Indian Tribal Justice Recognition Act of | 0005| 1991, which if enacted will provide legal grounds for | 0006| recognizing La Herencia en Santa Fe as an Indian tribe; | 0007| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0008| STATE OF NEW MEXICO that the local governments of New Mexico be | 0009| urged to take the first step in giving recognition to La | 0010| Herencia en Santa Fe as Indians through all appropriate | 0011| ordinances, budgets and administrative actions; and | 0012| BE IT FURTHER RESOLVED that all land grant heirs, acequia | 0013| associations and small claim exceptions be requested to comply | 0014| with all applicable state laws; and | 0015| BE IT FURTHER RESOLVED that a copy of this memorial be | 0016| transmitted to the New Mexico municipal league and the New | 0017| Mexico association of counties for distribution to their | 0018| respective members. | 0019| - - | 0020| |
