0012|     REQUESTING THAT THE DEPARTMENT OF HEALTH ASSUME ADMINISTRATIVE

0013|     RESPONSIBILITIES FOR THE HEALTH AND HUMAN SERVICES PLANNING

0014|     COUNCILS.

0016|       WHEREAS, in recent years several departments of state
    |
0017|     government have established planning and coordinating councils
    |
0018|     for health and human services programs; and
    |
0019|       WHEREAS, these planning councils are important in the
    |
0020|     delivery of health and human services; and
    |
0021|       WHEREAS, the department of health has been the most
    |
0022|     vigorous proponent of local planning councils; and
    |
0023|       WHEREAS, the efforts of planning councils can overlap and
    |
0024|     duplicate one another resulting in confusion and inefficiency;
    |
0025|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0001|     STATE OF NEW MEXICO that the public health division of the
    |
0002|     department of health assume the responsibility for
    |
0003|     administration of all health and human services-related planning
    |
0004|     councils within state government and report on its progress in
    |
0005|     this effort to the interim legislative health and human services
    |
0006|     committee at the committee's October 1996 meeting; and
    |
0007|       BE IT FURTHER RESOLVED that this request refer only to
    |
0008|     those coordinating and planning councils for which
    |
0009|     responsibility is not assigned to other agencies or entities by
    |
0010|     New Mexico statutes; and
    |
0011|       BE IT FURTHER RESOLVED that copies of this memorial be
    |
0012|     transmitted to the secretary of health, the secretary of human
    |
0013|     services and the secretary of children, youth and families.
