0012|     DIRECTING THE DEPARTMENT OF HEALTH, THE CHILDREN, YOUTH AND
    |
0013|     FAMILIES DEPARTMENT, THE HUMAN SERVICES DEPARTMENT, THE STATE
    |
0014|     AGENCY ON AGING AND THE GOVERNOR'S COMMITTEE ON CONCERNS OF THE
    |
0015|     HANDICAPPED TO JOINTLY STUDY AND ESTABLISH A QUALITY ASSURANCE
    |
0016|     AND EVALUATION PROGRAM FOR ALL ADULT SERVICES.

    |
0018|       WHEREAS, the department of health, the human services
    |
0019|     department, the state agency on aging, the governor's committee
    |
0020|     on concerns of the handicapped and the children, youth and
    |
0021|     families department have major responsibilities for the care of
    |
0022|     thousands of elderly, fragile, disabled and dependent adults;
    |
0023|     and
    |
0024|       WHEREAS, many if not most of these individuals, for reasons
    |
0025|     of age or disability, are not able to make the best judgments to
    |
0001|     further their good health and welfare; and
    |
0002|       WHEREAS, members of this client population often have
    |
0003|     difficulty knowing of or accessing even the most basic of needed
    |
0004|     services or in locating alternatives to their present condition
    |
0005|     and circumstances; and
    |
0006|       WHEREAS, a comprehensive system of care includes
    |
0007|     availability of all necessary information as and where needed,
    |
0008|     as well as effective evaluation of the application of those
    |
0009|     needed services; and
    |
0010|       WHEREAS, there are many active advocacy groups wishing to
    |
0011|     contribute expertise to a study of these issues; and
    |
0012|       WHEREAS, these five state agencies have excellent staff and
    |
0013|     the necessary experience for such a task;
    |
0014|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0015|     STATE OF NEW MEXICO that the department of health, the children,
    |
0016|     youth and families department, the human services department,
    |
0017|     the state agency on aging and the governor's committee on
    |
0018|     concerns of the handicapped cooperate in a study for the
    |
0019|     establishment of a quality assurance and evaluation program of
    |
0020|     all adult services provided by or through each of these
    |
0021|     departments; and
    |
0022|       BE IT FURTHER RESOLVED that all health and social service
    |
0023|     providers and organizations be invited to participate as equal
    |
0024|     decision-makers in the study and in the establishment of the
    |
0025|     resultant programs; and
    |
0001|       BE IT FURTHER RESOLVED that copies of this memorial be sent
    |
0002|     to the directors of the state agency on aging and the
    |
0003|     governor'scommittee on concerns of the handicapped as well as to
    |
0004|     the secretaries of health, children, youth and families and
    |
0005|     human services.
