0012| REQUESTING THAT THE DEPARTMENT OF HEALTH STUDY AND REPORT ON A
|
0013| PROGRAM FOR REGULAR AND EARLY VISITS TO NEWBORNS IN CERTAIN
|
0014| CIRCUMSTANCES.
|

0016| WHEREAS, there are distinct programs that utilize some type
|
0017| of home visits to newborn infants and their parents; and
|
0018| WHEREAS, such home visits have proven to be excellent
|
0019| opportunities for teaching child-development concepts and
|
0020| techniques as well as for giving necessary basic nutrition and
|
0021| health care education; and
|
0022| WHEREAS, such home visitation programs have shown promise
|
0023| for reducing the incidents of child abuse and neglect, family
|
0024| breakups, untreated medical problems and other potentially
|
0025| dangerous or expensive social problems; and
|
0001| WHEREAS, many private insurers are now covering such home
|
0002| visits as part of their managed care or indemnity health
|
0003| insurance plans;
|
0004| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0005| STATE OF NEW MEXICO that the department of health report to the
|
0006| legislative health and human services committee on its efforts
|
0007| to incorporate early, regular and universal screening of
|
0008| newborns and their mothers in home visits; and
|
0009| BE IT FURTHER RESOLVED that these visits and screening be
|
0010| incorporated into the medicaid; women, infants and children;
|
0011| food stamp; maternal and infant care; and healthier kids fund
|
0012| programs and be available at all primary care clinics and to all
|
0013| recipients of indigent health care funds; and
|
0014| BE IT FURTHER RESOLVED that the department of health report
|
0015| on progress in coordinating state-funded visits with the
|
0016| coverage for home visits available through private insurers; and
|
0017| BE IT FURTHER RESOLVED that the requested reports be made
|
0018| to the interim legislative health and human services committee
|
0019| at its October 1996 meeting; and
|
0020| BE IT FURTHER RESOLVED that a copy of this memorial be sent
|
0021| to the secretary of health.
