0012|     DIRECTING EXECUTIVE SOCIAL SERVICES DEPARTMENTS AND AGENCIES TO
    |
0013|     INCLUDE CONSUMERS AND PROVIDERS IN DECISION-MAKING ON BLOCK
    |
0014|     GRANT DISTRIBUTION AND MANAGED CARE.

0016|       WHEREAS, congressional cuts in health and social services
    |
0017|     programs will affect all New Mexicans, especially the poor; and
    |
0018|       WHEREAS, it is critical to hold community hearings
    |
0019|     throughout the state to invite public comment prior to decisions
    |
0020|     affecting the expenditure of millions of dollars; and
    |
0021|       WHEREAS, the concepts of managed care are still new to both
    |
0022|     consumers and providers as well as to state executive agencies
    |
0023|     making decisions on how to implement, regulate and interact with
    |
0024|     these new systems; and
    |
0025|       WHEREAS, individual and organizational consumer
    |
0001|     representatives should not be left trying to influence the
    |
0002|     decisions from the outside but should be part of the process at
    |
0003|     every level; and
    |
0004|       WHEREAS, "government of the people" means just that;
    |
0005|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0006|     STATE OF NEW MEXICO that each state department and agency that
    |
0007|     deals with these matters and, directly or indirectly, provides
    |
0008|     health, social and human services to consumers develop a
    |
0009|     consistent set of procedures to include consumers, consumer and
    |
0010|     advocacy organizations and service providers and their
    |
0011|     organizations in the decision-making process both for
    |
0012|     distribution of block grants and for regulating, establishing
    |
0013|     and interacting with managed care systems; and
    |
0014|       BE IT FURTHER RESOLVED that copies of this memorial be
    |
0015|     transmitted to the secretaries of health, human services and
    |
0016|     children, youth and families; the director of the state agency
    |
0017|     on aging; the commission for deaf and hard-of-hearing persons;
    |
0018|     the commission for the blind; the New Mexico health policy
    |
0019|     commission; the governor's committee on concerns of the
    |
0020|     handicapped; and the governor; and
    |
0021|       BE IT FURTHER RESOLVED that the office of the governor be
    |
0022|     requested to move expeditiously to assure that the provisions of
    |
0023|     this memorial are implemented to permit statewide community
    |
0024|     meetings and the participation of the various citizens and
    |
0025|     organizations enumerated and report to both the interim
    |
0001|     legislative health and human services committee and the health
    |
0002|     care task force at their respective October 1996 meetings.
