0012| REQUESTING THE UNITED STATES DEPARTMENT OF ENERGY TO OPEN THE
|
0013| MANAGEMENT CONTRACT FOR LOS ALAMOS NATIONAL LABORATORY TO
|
0014| COMPETITIVE BIDDING AND ALLOW A CONSORTIUM THAT INCLUDES THE
|
0015| UNIVERSITY OF NEW MEXICO AND OTHER ENTITIES REPRESENTING NEW
|
0016| MEXICO'S INTERESTS TO SUBMIT BIDS FOR THE CONTRACT.

0018| WHEREAS, the university of California has managed Los
|
0019| Alamos national laboratory (LANL) since 1943, earning as much as
|
0020| twenty-five million dollars ($25,000,000) annually from the
|
0021| contract; and
|
0022| WHEREAS, LANL is the fourth largest single employer in New
|
0023| Mexico, with more than nine thousand employees; and
|
0024| WHEREAS, the importance of LANL to New Mexico's economy is
|
0025| such that LANL's management should not be solely in the hands of
|
0001| an organization, the university of California, whose financial
|
0002| interests are clearly independent of the welfare of the state of
|
0003| New Mexico; and
|
0004| WHEREAS, many employees of LANL and residents of New Mexico
|
0005| believe the management of LANL is insensitive to the needs of
|
0006| New Mexico; and
|
0007| WHEREAS, New Mexico is largely populated by people of
|
0008| Spanish and Native American descent, and the university of
|
0009| California, as indicated by its repudiation of affirmative
|
0010| action on July 20, 1995, has shown disregard and indifference
|
0011| for concerns of minorities in general; and
|
0012| WHEREAS, the current LANL restructuring plan reflects
|
0013| disregard and indifference towards New Mexicans in particular,
|
0014| since most employees in the recent layoffs were native New
|
0015| Mexicans of Spanish descent; and
|
0016| WHEREAS, the state of New Mexico might earn as much as
|
0017| fifteen to twenty million dollars in management fees as a member
|
0018| of a management consortium, a large sum considering the state's
|
0019| current budget problems; and
|
0020| WHEREAS, the university of New Mexico has imminent
|
0021| scientific and administrative capabilities reflected by the
|
0022| caliber of its faculty in the engineering school, the
|
0023| engineering research institute, the Robert O. Anderson school of
|
0024| business and other science and management-related departments;
|
0025| and
|
0001| WHEREAS, a consortium composed of the university of
|
0002| California, the university of New Mexico and perhaps expertise
|
0003| from other New Mexico-based institutions might strengthen LANL's
|
0004| role in the nation's scientific and defense community, serve the
|
0005| economic needs of northern New Mexico and stimulate greater
|
0006| opportunities for technology transfer and business spinoffs
|
0007| throughout the state's economy;
|
0008| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0009| STATE OF NEW MEXICO that the United States department of energy
|
0010| be requested to open the management contract of Los Alamos
|
0011| national laboratory to competitive bidding when the contract
|
0012| expires in 1997; and
|
0013| BE IT FURTHER RESOLVED that the university of New Mexico be
|
0014| requested to negotiate with the university of California and
|
0015| other New Mexico institutions to form a consortium to bid on the
|
0016| LANL management contract; and
|
0017| BE IT FURTHER RESOLVED that the rehiring of layoff LANL
|
0018| employees be a central component of the consortium's bid; and
|
0019| BE IT FURTHER RESOLVED that copies of this memorial be
|
0020| transmitted to the secretary of the department of energy, the
|
0021| president of the university of New Mexico, the chancellor of the
|
0022| university of California and New Mexico's congressional
|
0023| delegation.
