0012|     REQUESTING THAT THE STATE BOARD OF EDUCATION MAKE
    |
0013|     RECOMMENDATIONS ON STATEWIDE EXPULSION AND RE-ADMISSION POLICIES
    |
0014|     TO ENCOURAGE YOUTHS TO CONTINUE THEIR EDUCATION.
    |

    |
0016|       WHEREAS, a small percentage of students is expelled after
    |
0017|     episodes justifying serious measures on the part of public
    |
0018|     schools; and
    |
0019|       WHEREAS, many more students are dropped for non-attendance;
    |
0020|     and
    |
0021|       WHEREAS, the interim legislative health and human services
    |
0022|     committee recognizes that the rise in juvenile crime and
    |
0023|     delinquency is a major problem facing New Mexico; and
    |
0024|       WHEREAS, the interim legislative health and human services
    |
0025|     committee continues to pursue and support prevention and early
    |
0001|     intervention measures; and 
    |
0002|       WHEREAS, each school district sets its own expulsion and
    |
0003|     re-admission policies; and
    |
0004|       WHEREAS, such policies include provisions to respect other
    |
0005|     school districts' edicts prohibiting re-admission for up to
    |
0006|     three years; and
    |
0007|       WHEREAS, such policies effectively close public schools to
    |
0008|     some students, putting them at high risk of gang and criminal
    |
0009|     activity; and
    |
0010|       WHEREAS, school boards need to consider the effect their
    |
0011|     policies have on the behavior of students not permitted to
    |
0012|     attend classes; and
    |
0013|       WHEREAS, keeping youths in an educational environment
    |
0014|     offers them important structure and role modeling necessary for
    |
0015|     becoming responsible adults;
    |
0016|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0017|     STATE OF NEW MEXICO that the state board of education review and
    |
0018|     make recommendations to the interim legislative health and human
    |
0019|     services committee at its October 1996 meeting on statewide
    |
0020|     attendance, expulsion and re-admission policies; and
    |
0021|       BE IT FURTHER RESOLVED that copies of this memorial be
    |
0022|     transmitted to each member of the state board of education, the
    |
0023|     superintendent of public instruction and each local school
    |
0024|     board.
