0012| REQUESTING THE NEW MEXICO HEALTH POLICY COMMISSION IN
|
0013| COOPERATION WITH PUBLICLY FUNDED POST-SECONDARY EDUCATIONAL
|
0014| INSTITUTIONS TRAINING HEALTH PROFESSIONALS TO CONVENE A TASK
|
0015| FORCE TO DEVELOP OPTIONS THAT ADDRESS THE SUPPLY AND
|
0016| DISTRIBUTION OF NEW MEXICO'S HEALTH PROFESSIONAL WORK FORCE.

0018| WHEREAS, health professionals are central to the state's
|
0019| health care delivery system; and
|
0020| WHEREAS, the overall mix of health professionals is
|
0021| important to ensure the good health status of New Mexicans; and
|
0022| WHEREAS, state appropriations directly support a
|
0023| significant percentage of health professionals' education, and
|
0024| it is estimated that between forty thousand dollars ($40,000)
|
0025| and seventy thousand dollars ($70,000) per student for each of
|
0001| the four years of education comes directly from the state; and
|
0002| WHEREAS, state governments play a significant role in
|
0003| graduate medical education and medical residency programs, and
|
0004| it is estimated that on average state funds support about
|
0005| twenty-five percent of all residency training programs; and
|
0006| WHEREAS, an inappropriate supply or distribution of health
|
0007| care providers can increase the cost of health care; and
|
0008| WHEREAS, federal support of health professionals' education
|
0009| and training is declining, particularly in funds received
|
0010| through the federal medicare program, which pays approximately
|
0011| seventy thousand dollars ($70,000) per medical resident per
|
0012| year; and
|
0013| WHEREAS, as medicare revenues are curtailed, health
|
0014| professional training programs, especially medical residencies,
|
0015| will become more dependent on state government funding; and
|
0016| WHEREAS, New Mexico has regulatory agencies for health
|
0017| professionals, which determine their scope of practice and
|
0018| competency requirements and that could be utilized to help
|
0019| determine provider supply, distribution and utilization of
|
0020| health professionals in the state;
|
0021| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0022| STATE OF NEW MEXICO that the New Mexico health policy
|
0023| commission, in cooperation with publicly funded post-secondary
|
0024| educational institutions training health professionals, the
|
0025| commission on higher education and the department of health
|
0001| convene a task force to develop options that address the supply
|
0002| and distribution of the health professional work force in the
|
0003| state that includes:
|
0004| A. data collection to be submitted from post-secondary health professional training programs on the number of
|
0005| health professional applicants and graduates and the placement
|
0006| of those graduates in the work force;
|
0007| B. data collection to be submitted on currently
|
0008| practicing health care providers in New Mexico, including data
|
0009| on where the providers were trained, the medical practices in
|
0010| which they are licensed, current practice locations and fields
|
0011| of medicine being practiced;
|
0012| C. the establishment of standards and benchmarks to
|
0013| target access to health care providers and services;
|
0014| D. prioritization of health care needs in geographic
|
0015| areas and health profession categories that serve those needs;
|
0016| E. determination of what the state receives from its
|
0017| health professional training programs and the value of the
|
0018| funding for those programs, including telecommunication and
|
0019| distance education programs;
|
0020| F. evaluation of publicly funded post-secondary
|
0021| health professional training programs for effectiveness,
|
0022| efficiency and affordability;
|
0023| G. assessment of recruitment and retention programs
|
0024| in relation to cost-effectiveness and health professional
|
0025| distribution inside and outside the state;
|
0001|
|
0002| H. review of transportation to medical services
|
0003| related to having access to health care providers and services;
|
0004| I. identification of health care service needs to
|
0005| assess the impact of current funding appropriated to health
|
0006| professional training programs;
|
0007| J. review of mechanisms to equalize the distribution
|
0008| of providers across the state, including studies of
|
0009| reimbursement methods, incentives, realignment of training
|
0010| programs and inducements tied to licensure and regulation;
|
0011| K. evaluation of publicly funded post-secondary
|
0012| educational institution appropriations to health professional
|
0013| education programs regarding funding linkages to specific goals
|
0014| established by the task force based on the state's specific
|
0015| health care needs, such as provider mix, geographic distribution
|
0016| of health professional graduates and specialty diversity of
|
0017| health professionals;
|
0018| L. review of whether more professional obligations
|
0019| should be placed on health professionals who graduate from
|
0020| state-sponsored health professional education programs;
|
0021| M. development of a mechanism for central
|
0022| maintenance of a data system for health professional supply and
|
0023| distribution information; and
|
0024| N. development of a mechanism to allow ongoing
|
0025| oversight of information and data gathering regarding health
|
0001| professional supply and distribution; and
|
0002| BE IT FURTHER RESOLVED that the New Mexico health policy
|
0003| commission report to the appropriate interim legislative health
|
0004| care committee by October 15, 1996 on the task force study on
|
0005| the supply and distribution of the health professional work
|
0006| force in New Mexico; and
|
0007| BE IT FURTHER RESOLVED that a copy of this memorial be sent
|
0008| to the New Mexico health policy commission and the board of
|
0009| regents and president of each publicly funded post-secondary
|
0010| educational institution in New Mexico that trains health
|
0011| professionals.
