0012| REQUESTING THE DEPARTMENT OF HEALTH TO CONDUCT A STUDY OF
|
0013| PROFESSIONAL LICENSURE FOR PERSONNEL IN COMMUNITY PROGRAMS THAT
|
0014| SERVE YOUNG CHILDREN WITH DEVELOPMENTAL DISABILITIES.
|

0016| WHEREAS, most infants and toddlers with developmental
|
0017| disabilities receive early intervention services in their
|
0018| communities through programs or agencies that are contracted
|
0019| through the department of health; and
|
0020| WHEREAS, children up to two years of age with developmental
|
0021| disabilities or who are at risk of developmental delay benefit
|
0022| from early intervention services; and
|
0023| WHEREAS, professional licensure of community program
|
0024| personnel is a significant element in assuring quality early
|
0025| intervention services for children; and
|
0001| WHEREAS, the current licensing procedures, administered by
|
0002| the state department of public education, are not suitable and
|
0003| inhibit the recruitment of qualified early intervention
|
0004| personnel for community programs contracted by the department of
|
0005| health;
|
0006| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0007| STATE OF NEW MEXICO that the department of health form a task
|
0008| force to study licensing procedures for early intervention
|
0009| personnel; and
|
0010| BE IT FURTHER RESOLVED that the department of health
|
0011| consider the feasibility of administering early intervention
|
0012| licensure; and
|
0013| BE IT FURTHER RESOLVED that the task force include
|
0014| representation from the department of health, the state
|
0015| department of public education, the New Mexico family, infant,
|
0016| toddler interagency coordinating council, community early
|
0017| intervention agencies contracted by the department of health and
|
0018| families receiving early intervention services; and
|
0019| BE IT FURTHER RESOLVED that the department of health report
|
0020| its findings to the legislative health and human services
|
0021| committee no later than October 1, 1996; and
|
0022| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0023| transmitted to the department of health, the state department of
|
0024| public education and the governor.
