0012|     REQUESTING THAT THE PROGRAM OF ALL-INCLUSIVE CARE FOR THE

0013|     ELDERLY OR SIMILAR PROGRAMS BE INCORPORATED INTO THE PRIORITY
    |
0014|     PACKAGE FOR STATE MEDIGRANT FUNDING AND THE STATE'S LONG-TERM
    |
0015|     CARE POLICY, THAT THE HUMAN SERVICES DEPARTMENT BE ASKED TO
    |
0016|     DEVELOP A CAPITATION RATE FOR MEDICAID REIMBURSEMENT FOR THE
    |
0017|     PROGRAM OF ALL-INCLUSIVE CARE FOR THE ELDERLY OR SIMILAR CARE
    |
0018|     PROVIDERS AND THAT THE DEPARTMENT OF HEALTH BE ASKED TO DEVELOP
    |
0019|     LICENSING AND CERTIFICATION STANDARDS FOR THOSE PROVIDERS.
    |

0021|       WHEREAS, the 1994 legislature appropriated funding to the
    |
0022|     state agency on aging to conduct a feasibility study to
    |
0023|     determine whether the program of all-inclusive care for the
    |
0024|     elderly could be implemented to provide comprehensive acute and
    |
0025|     long-term care services to New Mexico's frail elders; and
    |
0001|       WHEREAS, the feasibility study determined the viability of
    |
0002|     the program for all-inclusive care for the elderly; and
    |
0003|       WHEREAS, the New Mexico frail elder consortium, including
    |
0004|     representatives from state government, the aging network,
    |
0005|     advocacy organizations, private health care providers, consumers
    |
0006|     and family members, was established to support the development
    |
0007|     of the program for all-inclusive care for the elderly and to
    |
0008|     develop a community-based service system for older adults; and
    |
0009|       WHEREAS, the program for all-inclusive care for the elderly
    |
0010|     provides a service system that enables frail elders to remain in
    |
0011|     their own homes and communities, preventing costly and unwanted
    |
0012|     institutionalization; and
    |
0013|       WHEREAS, the program for all-inclusive care for the elderly
    |
0014|     has yielded a five percent to fifteen percent savings in
    |
0015|     medicaid expenditures in states where the program is currently
    |
0016|     operating and is projected to yield a savings of at least ten
    |
0017|     percent for New Mexico's medicaid program; and
    |
0018|       WHEREAS, the program for all-inclusive care for the elderly
    |
0019|     initiative combines public and private resources and expertise,
    |
0020|     including the expertise of consumers, to more fully address the
    |
0021|     long-term care needs of New Mexico's communities;
    |
0022|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0023|     STATE OF NEW MEXICO that the program for all-inclusive care for
    |
0024|     the elderly or similar programs be incorporated into the
    |
0025|     priority package for state medigrant funding and the state's
    |
0001|     long-term care policy; and
    |
0002|       BE IT FURTHER RESOLVED that the human services department
    |
0003|     be asked to develop a capitation rate for medicaid reimbursement
    |
0004|     for the program for all-inclusive care for the elderly and
    |
0005|     similar care providers; and
    |
0006|       BE IT FURTHER RESOLVED that the department of health be
    |
0007|     asked to develop licensing and certification standards for the
    |
0008|     program for all-inclusive care for the elderly and similar care
    |
0009|     providers; and
    |
0010|       BE IT FURTHER RESOLVED that the state of New Mexico
    |
0011|     implement at least one program for all-inclusive care for the
    |
0012|     elderly or similar programs in fiscal year 1996; and
    |
0013|       BE IT FURTHER RESOLVED that copies of this memorial be
    |
0014|     transmitted to the secretaries of human services and health.
