0012| REQUESTING THE CHILDREN, YOUTH AND FAMILIES DEPARTMENT TO

0013| PROCEED WITH THE DESIGN, CONSTRUCTION AND FINANCING OF A FIFTY-BED SECURE JUVENILE DETENTION FACILITY IN TUCUMCARI.

0015| WHEREAS, the increase in violent crimes committed by
|
0016| juvenile offenders has highlighted the need for new facilities
|
0017| to house these offenders; and
|
0018| WHEREAS, the New Mexico boys' school, the New Mexico girls'
|
0019| school and the youth diagnostic and development center are all
|
0020| overcrowded; and
|
0021| WHEREAS, in its "restoring justice" plan, the children,
|
0022| youth and families department has identified the need for a
|
0023| secure juvenile detention facility; and
|
0024| WHEREAS, the city of Tucumcari has established a mayor's
|
0025| task force for correctional facilities development and that task
|
0001| force has held public hearings on the question of locating a
|
0002| secure juvenile facility in Tucumcari; and
|
0003| WHEREAS, during the public hearings, the testimony
|
0004| indicated that the people of Tucumcari widely support the idea
|
0005| of locating a secure juvenile detention facility in their
|
0006| community; and
|
0007| WHEREAS, the city of Tucumcari possesses the infrastructure
|
0008| and labor force required to operate a secure juvenile detention
|
0009| facility;
|
0010| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0011| STATE OF NEW MEXICO that the children, youth and families
|
0012| department be requested to issue a request for proposals for the
|
0013| design, construction and financing of a fifty-bed secure
|
0014| juvenile detention facility in the city of Tucumcari; and
|
0015| BE IT FURTHER RESOLVED that a copy of this memorial be
|
0016| transmitted to the governor, the secretary of children, youth
|
0017| and families and the mayor of Tucumcari.
