0012| REQUESTING THAT THE LEGISLATIVE COUNCIL SERVICE FORMULATE A PLAN

0013| TO CONDUCT A STUDENT CONGRESS TO TEACH STUDENTS ABOUT THE

0014| LEGISLATIVE PROCESS.

0016| WHEREAS, increasingly, today's students fail to have any
|
0017| understanding of government or the legislative process; and
|
0018| WHEREAS, today's students will grow up to be tomorrow's
|
0019| adults, adults who may not understand the world in which they
|
0020| live or the laws governing that world; and
|
0021| WHEREAS, it is imperative to a well-educated society that
|
0022| all people understand the role and function of government and
|
0023| the importance of the legislative process in a democracy; and
|
0024| WHEREAS, the best way to teach students about the
|
0025| legislative process may be to allow them to participate in the
|
0001| process in a realistic manner;
|
0002| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
|
0003| STATE OF NEW MEXICO that the legislative council service
|
0004| formulate a plan to conduct a student legislative congress to
|
0005| teach students about the legislative process; and
|
0006| BE IT FURTHER RESOLVED that the legislative council service
|
0007| consult with the state department of public education in
|
0008| formulating the plan for the student congress and that the
|
0009| formulation of the plan be presented to the New Mexico
|
0010| legislative council on or before December 1, 1996; and
|
0011| BE IT FURTHER RESOLVED that copies of this memorial be
|
0012| transmitted to the director of the legislative council service
|
0013| and the superintendent of public instruction.
