0012| URGING THE GOVERNOR TO DIRECT ALL STATE AGENCIES TO INCLUDE
|
0013| COUNTY REPRESENTATION IN ALL DECISION-MAKING AFFECTING COUNTIES.

0015| WHEREAS, the state revenue shortfall and federal funding
|
0016| reductions will place substantially increased burdens on local
|
0017| governments, especially counties; and
|
0018| WHEREAS, counties are alarmed that shifts to managed care
|
0019| health delivery will leave them with substantial health needs
|
0020| and crush local provider services, but leave few revenue sources
|
0021| to support those needs; and
|
0022| WHEREAS, state decisions on "medigrant" distribution and
|
0023| managed health care delivery systems will directly affect every
|
0024| aspect of county government responsibility; and
|
0025| WHEREAS, virtually every policy decision made at the state
|
0001| level affects non-urban New Mexicans and county governments;
|
0002| NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
|
0003| OF NEW MEXICO that the governor of the state of New Mexico be
|
0004| requested to direct every state agency to notify statewide
|
0005| organizations of counties at the beginning of any policy-changing process; and
|
0006| BE IT FURTHER RESOLVED that counties be given an equal
|
0007| voice in each decision-making process; and
|
0008| BE IT FURTHER RESOLVED that a representative of county
|
0009| government interests be added to the health care task force, the
|
0010| medicaid advisory group and all other groups dealing with
|
0011| subjects and issues that directly affect county government,
|
0012| especially in the health and human services fields; and
|
0013| BE IT FURTHER RESOLVED that copies of this memorial be sent
|
0014| to the governor and each statewide organization of counties for
|
0015| distribution.
