0012|     OPPOSING ON BEHALF OF TORRANCE COUNTY, THE CORRECTIONS
    |
0013|     DEPARTMENT'S PLAN TO TRANSFER NEW MEXICO PRISONERS TO TEXAS.

0015|       WHEREAS, Torrance county entered into a memorandum of
    |
0016|     understanding and a joint powers agreement with the corrections
    |
0017|     department to incarcerate up to two hundred fifty prisoners; and
    |
0018|       WHEREAS, the corrections department has now decided to
    |
0019|     ignore that agreement and send the prisoners to Texas for
    |
0020|     incarceration; and
    |
0021|       WHEREAS, this decision will force Torrance county to lay
    |
0022|     off almost one hundred employees resulting in a loss of one
    |
0023|     million five hundred thousand dollars ($1,500,000) to Torrance
    |
0024|     county's economy; and
    |
0025|       WHEREAS, denying New Mexico citizen taxpayers employment
    |
0001|     opportunities and paying New Mexico taxpayers' money to Texas is
    |
0002|     incomprehensible;
    |
0003|       NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE
    |
0004|     OF NEW MEXICO that the senate oppose the corrections
    |
0005|     department's plan to transfer prisoners to Texas; and
    |
0006|       BE IT FURTHER RESOLVED that copies of this memorial be
    |
0007|     transmitted to the secretary of corrections and to the governor.
