0012|     PROPOSING AN AMENDMENT TO ARTICLE 4, SECTION 5 OF THE

0013|     CONSTITUTION OF NEW MEXICO TO INCREASE THE LENGTH OF THE
    |
0014|     LEGISLATIVE SESSION IN EVEN-NUMBERED YEARS FROM THIRTY TO SIXTY
    |
0015|     DAYS.

0017|     BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0018|       Section 1.  It is proposed to amend Article 4, Section 5 of
    |
0019|     the constitution of New Mexico to read:
    |
0020|            "A.  Each regular session of the legislature shall
    |
0021|     begin annually at 12:00 noon on the third Tuesday of January. 
    |
0022|     Every regular session of the legislature [convening during an
    |
0023|     odd-numbered year shall remain in session not to exceed sixty
    |
0024|     days, and every regular session of the legislature convening
    |
0025|     during an even-numbered year] shall remain in session not to
    |
0001|     exceed [thirty] sixty days.  No special session of the
    |
0002|     legislature shall exceed thirty days.
    |
0003|            B.  Every regular session of the legislature
    |
0004|     convening during an even-numbered year shall consider only the
    |
0005|     following:
    |
0006|                 (1)  budgets, appropriations and revenue bills;
    |
0007|                 (2)  bills drawn pursuant to special messages of
    |
0008|     the governor; and
    |
0009|                 (3)  bills of the last previous regular session
    |
0010|     vetoed by the governor."
    |
0011|       Section 2.  The amendment proposed by this resolution shall
    |
0012|     be submitted to the people for their approval or rejection at
    |
0013|     the next general election or at any special election prior to
    |
0014|     that date which may be called for that purpose.
