0012|     PROPOSING TO AMEND ARTICLE 9, SECTION 10 OF THE CONSTITUTION OF

0013|     NEW MEXICO TO AUTHORIZE COUNTY GOVERNMENTS TO BORROW MONEY FOR
    |
0014|     THE PURCHASE OF EQUIPMENT FOR ROAD AND BRIDGE CONSTRUCTION AND
    |
0015|     REPAIR.

0017|     BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0018|       Section 1.  It is proposed to amend Article 9, Section 10
    |
0019|     of the constitution of New Mexico to read:
    |
0020|       "No county shall borrow money except for the following
    |
0021|     purposes:
    |
0022|            A.  erecting, remodeling and making additions to
    |
0023|     necessary public buildings;
    |
0024|            B. <u></u> constructing or repairing public roads and
    |
0025|     bridges <u>and purchasing equipment for such projects</u>;
    |
0001|            C.  constructing or acquiring a system for supplying
    |
0002|     water, including the acquisition of water and water rights,
    |
0003|     necessary real estate or rights-of-way and easements;
    |
0004|            D.  constructing or acquiring a sewer system,
    |
0005|     including the necessary real estate or rights-of-way and
    |
0006|     easements;
    |
0007|            E.  constructing an airport or sanitary landfill,
    |
0008|     including the necessary real estate; or
    |
0009|            F.  the purchase of books and other library resources
    |
0010|     for libraries in the county.  
    |
0011|       In such cases, indebtedness shall be incurred only after
    |
0012|     the proposition to create such debt has been submitted to the
    |
0013|     registered voters of the county and approved by a majority of
    |
0014|     those voting thereon.  No bonds issued for such purpose shall
    |
0015|     run for more than fifty years.  Provided, however, that no money
    |
0016|     derived from general obligation bonds issued and sold hereunder
    |
0017|     shall be used for maintaining existing buildings and, if so,
    |
0018|     such bonds shall be invalid."
    |
0019|       Section 2.  The amendment proposed by this resolution shall
    |
0020|     be submitted to the people for their approval or rejection at
    |
0021|     the next general election or at any special election prior to
    |
0022|     that date which may be called for that purpose.
