0012|     APPROVING AND RATIFYING THE TRANSFER OF REAL PROPERTY BY THE
    |
0013|     GENERAL SERVICES DEPARTMENT TO THE UNITED STATES GOVERNMENT.

0015|       WHEREAS, the property control division of the general
    |
0016|     services department has control over certain state buildings and
    |
0017|     lands; and
    |
0018|       WHEREAS, the property control division of the general
    |
0019|     services department has authority to sell or trade state
    |
0020|     buildings and real property under its control in accordance with
    |
0021|     Section 13-6-3 NMSA 1978; and
    |
0022|       WHEREAS, the property of approximately forty-two and one-tenth hectares, or one hundred four acres, in the area of the
    |
0023|     Santa Teresa border crossing in Dona Ana county is under the
    |
0024|     jurisdiction of the property control division of the general
    |
0025|     services department; and
    |
0001|       WHEREAS, the state of New Mexico has entered an agreement
    |
0002|     with the United States government to develop a permanent border
    |
0003|     crossing between Mexico and New Mexico at Santa Teresa; and
    |
0004|       WHEREAS, the United States government needs approximately
    |
0005|     twenty-eight and three-fourths hectares, or seventy-one and one-tenth acres, of land on which to construct the permanent border
    |
0006|     crossing facilities; and
    |
0007|       WHEREAS, having a permanent border crossing between Mexico
    |
0008|     and New Mexico would benefit the citizens and economy of New
    |
0009|     Mexico; and
    |
0010|       WHEREAS, construction of the permanent border crossing
    |
0011|     facilities is scheduled to commence in June 1996;
    |
0012|       NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0013|     STATE OF NEW MEXICO that the general services department be
    |
0014|     authorized to transfer to the United States government
    |
0015|     approximately seventy-one and one-tenth acres of the one hundred
    |
0016|     four acres of state-owned land in the area of the Santa Teresa
    |
0017|     border crossing; and
    |
0018|       BE IT FURTHER RESOLVED that the secretary of general
    |
0019|     services be empowered to take all actions necessary or expedient
    |
0020|     to accomplish the transfer of the real property to the United
    |
0021|     States government; and
    |
0022|       BE IT FURTHER RESOLVED that pursuant to Section 13-6-3 NMSA
    |
0023|     1978 the legislature hereby approve and ratify the transfer of
    |
0024|     real property by the general services department to the United
    |
0025|     States government; and
    |
0001|       BE IT FURTHER RESOLVED that a copy of this resolution be
    |
0002|     transmitted to the secretary of general services.
