0012|     RELATING TO CAPITAL EXPENDITURES; AUTHORIZING THE ISSUANCE OF

0013|     SEVERANCE TAX BONDS; AUTHORIZING EXPENDITURES; MAKING
    |
0014|     APPROPRIATIONS TO CERTAIN STATE AGENCIES AND STATE FUNDS FOR
    |
0015|     CAPITAL IMPROVEMENTS, PLANNING AND RELATED PURPOSES;
    |
0016|     REAUTHORIZING AND APPROPRIATING BALANCES OF CERTAIN SEVERANCE
    |
0017|     TAX BOND PROCEEDS; DECLARING AN EMERGENCY.
    |
0018|     
    |
0019|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0020|       Section 1.  SEVERANCE TAX BONDS--AUTHORIZATIONS--APPROPRIATION OF PROCEEDS.--
    |
0021|            A.  The state board of finance may issue and sell
    |
0022|     severance tax bonds in compliance with the Severance Tax Bonding
    |
0023|     Act in an amount not to exceed the total of the amounts
    |
0024|     authorized for purposes specified in Sections 2 through 19 of
    |
0025|     this act.  The state board of finance shall schedule the
    |
0001|     issuance and sale of the bonds in the most expeditious and
    |
0002|     economical manner possible upon a finding by the board that the
    |
0003|     project has developed sufficiently to justify the issuance and
    |
0004|     that the project can proceed to contract within a reasonable
    |
0005|     time.  The state board of finance shall further take the
    |
0006|     appropriate steps necessary to comply with the Internal Revenue
    |
0007|     Code of 1986, as amended.  Proceeds from the sale of the bonds
    |
0008|     are appropriated for the purposes specified in Sections 2
    |
0009|     through 19 of this act.
    |
0010|            B.  The agencies named in Sections 2 through 19 of
    |
0011|     this act shall certify to the state board of finance when the
    |
0012|     money from the proceeds of the severance tax bonds authorized in
    |
0013|     this section is needed for the purposes specified in the
    |
0014|     applicable sections of this act.
    |
0015|            C.  If the specified agency has not certified the
    |
0016|     need for the issuance of the bonds by the end of fiscal year
    |
0017|     1998, the authorization provided in this act shall be void.
    |
0018|            D.  Unless otherwise specified in this act, any
    |
0019|     unexpended or unencumbered balance remaining from the proceeds
    |
0020|     from severance tax bonds issued pursuant to Sections 2 through
    |
0021|     19 of this act after fiscal year 2000 shall revert to the
    |
0022|     severance tax bonding fund.
    |
0023|       Section 2.  SEVERANCE TAX BONDS--STATE AGENCY ON AGING--PURPOSES.--Pursuant to the provisions of Section 1 of this act,
    |
0024|     upon certification by the state agency on aging that the need
    |
0025|     exists for the issuance of the bonds, the following amounts are
    |
0001|     appropriated to the state agency on aging for the following
    |
0002|     purposes:
    |
0003|            A.  thirty thousand dollars ($30,000) for the purpose
    |
0004|     of purchasing recreation equipment for the Pajarito senior
    |
0005|     center in Albuquerque located in Bernalillo county;
    |
0006|            B.  thirty thousand dollars ($30,000) for the purpose
    |
0007|     of purchasing recreation equipment for the Rio Bravo senior
    |
0008|     center in Albuquerque located in Bernalillo county;
    |
0009|            C.  one hundred thousand dollars ($100,000) for the
    |
0010|     purpose of completing the expansion of the daycare area at
    |
0011|     Barelas senior center daycare in Albuquerque located in
    |
0012|     Bernalillo county;
    |
0013|            D.  seventy-five thousand dollars ($75,000) for the
    |
0014|     purpose of planning, designing, constructing, expanding or
    |
0015|     equipping a life-cycle kitchen and recreation room and therapy
    |
0016|     pool at the Casa de Buena Salud senior center located in Curry
    |
0017|     county;
    |
0018|            E.  one hundred seventy-five thousand dollars
    |
0019|     ($175,000) for the purpose of designing, constructing or
    |
0020|     equipping an adult daycare facility at the north valley senior
    |
0021|     citizen center located in Bernalillo county;
    |
0022|            F.  fifty thousand dollars ($50,000) for the purpose
    |
0023|     of completing the senior center, including finishing the
    |
0024|     interior and equipping the kitchen, located in or near Bread
    |
0025|     Springs chapter located in McKinley county;
    |
0001|            G.  eighty thousand dollars ($80,000) for the purpose
    |
0002|     of planning or designing two pueblo of Laguna senior centers in
    |
0003|     Cibola county;
    |
0004|            H.  seventy-five thousand dollars ($75,000) for the
    |
0005|     purpose of constructing a senior center at Santo Domingo pueblo
    |
0006|     in Sandoval county.
    |
0007|            I.  ten thousand dollars ($10,000) for the purpose of
    |
0008|     acquiring recreational equipment for senior citizens at the East
    |
0009|     Side community center in Las Cruces located in Dona Ana county;
    |
0010|            J.  thirty-five thousand dollars ($35,000) for the
    |
0011|     purpose of equipping and furnishing a children's daycare
    |
0012|     facility, an adult daycare facility and a multipurpose classroom
    |
0013|     at the Los Volcanes senior center located in Bernalillo county;
    |
0014|            K.  one hundred fifty thousand dollars ($150,000) for
    |
0015|     the purpose of designing, constructing or equipping a new
    |
0016|     permanent meal site building north of San Antonio for senior
    |
0017|     citizens in the northeast heights section of Albuquerque located
    |
0018|     in Bernalillo county;
    |
0019|            L.  one hundred thirty-one thousand dollars
    |
0020|     ($131,000) to purchase and install a modular building for the
    |
0021|     Rock Springs senior citizen center in McKinley county;
    |
0022|            M.  one hundred fifty thousand dollars ($150,000) to
    |
0023|     plan and design a south side senior citizen center in the city
    |
0024|     of Santa Fe located in Santa Fe county;
    |
0025|            N.  fifty thousand dollars ($50,000) for the purpose
    |
0001|     of completing construction, including archaeological site
    |
0002|     mitigation, of a senior citizen center at San Miguel del Vado
    |
0003|     located in San Miguel county;
    |
0004|            O.  fifty thousand dollars ($50,000) for planning,
    |
0005|     designing or constructing a senior citizen center at Santo
    |
0006|     Domingo pueblo located in Sandoval county;
    |
0007|            P.  twenty-five thousand dollars ($25,000) for
    |
0008|     landscaping and parking lot improvements for the senior citizen
    |
0009|     center in Portales in Roosevelt county;
    |
0010|            Q.  fifty thousand dollars ($50,000) to design,
    |
0011|     construct, equip or furnish the Des Moines senior citizen center
    |
0012|     and purchase a new vehicle for the center in Union county;
    |
0013|            R.  fifty thousand dollars ($50,000) to design,
    |
0014|     construct or equip the Angel Fire senior citizen center in
    |
0015|     Colfax county;
    |
0016|            S.  fifty thousand dollars ($50,000) to design,
    |
0017|     construct, equip or furnish the Cimarron senior citizen center
    |
0018|     and recreational facility in Colfax county;
    |
0019|            T.  one hundred thousand dollars ($100,000) for
    |
0020|     construction of a senior citizen center in the pueblo of Zuni
    |
0021|     located in McKinley county;
    |
0022|            U.  forty thousand dollars ($40,000) for the purpose
    |
0023|     of planning and designing a senior citizen center to be used
    |
0024|     also as a multipurpose building at Iyanbito chapter located in
    |
0025|     McKinley county;
    |
0001|            V.  seventy-five thousand dollars ($75,000) for the
    |
0002|     purpose of designing, constructing and equipping a community
    |
0003|     senior citizen center for the Newcomb Navajo chapter located in
    |
0004|     San Juan county; and
    |
0005|            W.  fifty thousand dollars ($50,000) for the purpose
    |
0006|     of designing, constructing or equipping the Torreon senior
    |
0007|     center for the Torreon and Starlake Navajo chapter located in
    |
0008|     Sandoval county.
    |
0009|       Section 3.  SEVERANCE TAX BONDS--OFFICE OF CULTURAL
    |
0010|     AFFAIRS--PURPOSES.--Pursuant to the provisions of Section 1 of
    |
0011|     this act, upon certification by the office of cultural affairs
    |
0012|     that the need exists for the issuance of the bonds, the
    |
0013|     following amounts are appropriated to the office of cultural
    |
0014|     affairs for the following purposes:
    |
0015|            A.  one hundred thousand dollars ($100,000) for the
    |
0016|     purpose of constructing El Camino Real state monument for the
    |
0017|     museum of New Mexico located in Socorro county.  The
    |
0018|     certification and issuance of the bonds is contingent upon
    |
0019|     receipt of funds from federal sources;
    |
0020|            B.  fifty thousand dollars ($50,000) for the purpose
    |
0021|     of planning or designing a cultural museum in the city of Santa
    |
0022|     Fe located in Santa Fe county; and
    |
0023|            C.  one hundred forty thousand dollars ($140,000) for
    |
0024|     the purpose of making renovations addressing accessibility
    |
0025|     concerns at the New Mexico museum of natural history and science
    |
0001|     in Albuquerque located in Bernalillo county.
    |
0002|       Section 4.  SEVERANCE TAX BONDS--COMMISSION ON HIGHER
    |
0003|     EDUCATION--PURPOSE.--Pursuant to the provisions of Section 1 of
    |
0004|     this act, upon certification by the commission on higher
    |
0005|     education that the need exists for the issuance of the bonds,
    |
0006|     one hundred thousand dollars ($100,000) is appropriated to the
    |
0007|     commission on higher education for the purpose of planning,
    |
0008|     designing or constructing a Navajo community college in Shiprock
    |
0009|     located in San Juan county.
    |
0010|       Section 5.  SEVERANCE TAX BONDS--DEPARTMENT OF FINANCE AND
    |
0011|     ADMINISTRATION--PURPOSES.--Pursuant to the provisions of Section
    |
0012|     1 of this act, upon certification by the local government
    |
0013|     division of the department of finance and administration that
    |
0014|     the need exists for the issuance of the bonds, the following
    |
0015|     amounts are appropriated to the local government division of the
    |
0016|     department of finance and administration for the following
    |
0017|     purposes:
    |
0018|            A.  fifty thousand dollars ($50,000) for the purpose
    |
0019|     of repairing, renovating or making improvements to the Colfax
    |
0020|     county courthouse in Raton located in Colfax county;
    |
0021|            B.  one hundred thousand dollars ($100,000) for the
    |
0022|     purpose of constructing a fire station-community center facility
    |
0023|     at Chamita located in Rio Arriba county;
    |
0024|            C.  one hundred twenty-five thousand dollars
    |
0025|     ($125,000) for the purpose of land purchase and planning,
    |
0001|     designing or constructing basketball courts in the village of
    |
0002|     Bosque Farms located in Valencia county.  The certification and
    |
0003|     issuance of the bonds is contingent upon matching funds received
    |
0004|     for the project from the village of Bosque Farms;
    |
0005|            D.  fifty thousand dollars ($50,000) for the purpose
    |
0006|     of land acquisition and to plan, design, construct, equip or
    |
0007|     furnish the Corrales recreation center located in Sandoval
    |
0008|     county;
    |
0009|            E.  one hundred thousand dollars ($100,000) for the
    |
0010|     purpose of continuing construction on a recreational park and
    |
0011|     educational camp located in Dona Ana county;
    |
0012|            F.  fifty thousand dollars ($50,000) for the purpose
    |
0013|     of equipping or furnishing the Chaparral community center
    |
0014|     located in Dona Ana county;
    |
0015|            G.  fifty thousand dollars ($50,000) for the purpose
    |
0016|     of improving or updating equipment for the Moriarty fire
    |
0017|     department serving residents of Estancia located in Torrance
    |
0018|     county;
    |
0019|            H.  one hundred thousand dollars ($100,000) for the
    |
0020|     purpose of remodeling or renovating the Court junior high youth
    |
0021|     center in Las Cruces located in Dona Ana county;
    |
0022|            I.  one hundred thousand dollars ($100,000) for the
    |
0023|     purpose of completing phase 3 remodeling or renovating of the
    |
0024|     museum school of the Branigan cultural center in Las Cruces
    |
0025|     located in Dona Ana county;
    |
0001|            J.  one hundred thousand dollars ($100,000) for the
    |
0002|     purpose of acquiring land for an industrial park in the town of
    |
0003|     Hagerman located in Chaves county;
    |
0004|            K.  seventy-five thousand dollars ($75,000) for the
    |
0005|     purpose of purchasing or installing a modular building and
    |
0006|     making improvements at the Santa Barbara Martinez town community
    |
0007|     center located in Bernalillo county;
    |
0008|            L.  seventy-five thousand dollars ($75,000) for the
    |
0009|     purpose of land acquisition and improvements to the Taylor ranch
    |
0010|     community center and master plan located in Bernalillo county;
    |
0011|            M.  one hundred thousand dollars ($100,000) for the
    |
0012|     purpose of designing, constructing or equipping baseball fields
    |
0013|     in the east mountain area located in Bernalillo county;
    |
0014|            N.  fifty thousand dollars ($50,000) for the purpose
    |
0015|     of completing renovation of the historic Santa Fe railroad depot
    |
0016|     in Las Cruces located in Dona Ana county;
    |
0017|            O.  three hundred thousand dollars ($300,000) for the
    |
0018|     purpose of constructing, equipping or furnishing a new municipal
    |
0019|     building for the town of Hatch located in Dona Ana county;
    |
0020|            P.  three hundred twenty-five thousand dollars
    |
0021|     ($325,000) for the purpose of planning, designing or
    |
0022|     constructing an indoor-outdoor swimming pool on Fortuna road
    |
0023|     near West Mesa high school in Albuquerque located in Bernalillo
    |
0024|     county;
    |
0025|            ..  four hundred thousand dollars ($400,000) for the
    |
0001|     purpose of planning, designing, constructing or equipping a
    |
0002|     visitor center in Silver City located in Grant county;

0003|            R.  one hundred fifty thousand dollars ($150,000) for

0002|     ENGINEER--PURPOSES.--Pursuant to the provisions of Section 1 of

0003|     this act, upon certification by the state engineer that the need

0004|     exists for the issuance of the bonds, the following amounts are
    |
0005|     appropriated to the office of the state engineer for the
    |

0019|       Section 23.  GENERAL FUND--STATE DEPARTMENT OF PUBLIC

0020|     EDUCATION--APPROPRIATIONS.--Pursuant to the provisions of

0021|     Section 20 of this act, the following amounts are appropriated

0022|     from the general fund to the state department of public
    |
0023|     education for the following purposes:

0024|            A.  seventy-five thousand dollars ($75,000) for the

0025|     purpose of purchasing or installing computer technology for

0008|     technology plan for Monte Vista elementary school;

0009|            D.  twelve thousand dollars ($12,000) for the purpose

0010|     of purchasing athletic equipment for Garfield middle school in

0012|            E.  eight thousand dollars ($8,000) for the purpose

0008|     general fund to the office of cultural affairs for the following
    |
0009|     purposes:

0010|            A.  four hundred thousand dollars ($400,000) for the
    |
0011|     purpose of purchasing permanent exhibits for the New Mexico farm
    |
0012|     and ranch heritage museum in Las Cruces in Dona Ana county; and
    |
0013|            B.  two hundred thousand dollars ($200,000) for the
    |
0014|     purpose of designing, constructing or equipping a living
    |
0015|     traditions education center at the museum of Indian arts and
    |
0016|     culture located in Santa Fe county.

0017|       Section 25.  GENERAL FUND--NEW MEXICO STATE UNIVERSITY--APPROPRIATIONS.--Pursuant to the provisions of Section 20 of

0018|     this act, the following amounts are appropriated from the

0019|     general fund to the board of regents of New Mexico state
    |
0020|     university for the following purposes:

0021|            A.  one hundred thousand dollars ($100,000) for the
    |
0022|     purpose of continuing the Durango area microfilm project;
    |
0023|            B.  one hundred thousand dollars ($100,000) for the
    |
0024|     purpose of designing, constructing or equipping an allied health
    |
0025|     facility at the Dona Ana branch of New Mexico state university
    |
0001|     located in Dona Ana county; and
    |
0002|            C.  five hundred thousand dollars ($500,000) for the

0003|     purpose of making improvements to existing athletic facilities

0006|       Section 26.  GENERAL FUND--STATE FAIR COMMISSION--APPROPRIATION.--Pursuant to the provisions of Section 20 of this

0007|     act, one hundred thousand dollars ($100,000) is appropriated

0008|     from the general fund to the state fair commission for the
    |
0009|     purpose of constructing bathrooms or making improvements to the
    |
0010|     Indian village at the state fair in Albuquerque located in
    |

0012|       Section 27.  GENERAL FUND--SAN JUAN COLLEGE--APPROPRIATIONS.--Pursuant to the provisions of Section 20 of

0013|     this act, the following amounts are appropriated from the
    |
0014|     general fund to the governing board of San Juan college for the
    |
0015|     following purposes:

0016|            A.  three hundred fifty thousand dollars ($350,000)
    |
0017|     for the purpose of designing, constructing or equipping a
    |
0018|     physical education complex located in San Juan county; and
    |
0019|            B.  three hundred thousand dollars ($300,000) for the
    |
0020|     purpose of designing, constructing, equipping or furnishing a
    |
0021|     child and family development center classroom addition at San
    |
0022|     Juan college in San Juan county.

0023|       Section 28.  GENERAL FUND--CUMBRES AND TOLTEC SCENIC

0024|     RAILROAD COMMISSION--APPROPRIATIONS.--Pursuant to the provisions

0025|     of Section 20 of this act, the following amounts are

0001|     appropriated from the general fund to the Cumbres and Toltec
    |
0002|     scenic railroad commission for the following purposes:

0003|            A.  twenty-five thousand five hundred dollars

0002|     of continuing construction of sewer projects in the north valley

0013|     of planning and designing archaeological, environmental and
    |
0014|     ethnographic assessments and preliminary design specifications
    |
0015|     for the Nenahnezad chapter school bus route improvements located
    |
0016|     in San Juan county;
    |
0017|            M.  two hundred thousand dollars ($200,000) for the
    |
0018|     purpose of making improvements to south Fourth street between
    |
0019|     Bridge and Coal streets in the city of Albuquerque in Bernalillo
    |
0020|     county;
    |
0021|            N.  one hundred thousand dollars ($100,000) for
    |
0022|     county road improvements in Roosevelt county;
    |
0023|            O.  one hundred thousand dollars ($100,000) for
    |
0024|     county road improvements in Curry county;
    |
0025|            P.  seventy-five thousand dollars ($75,000) to design
    |
0001|     or construct a new road connecting Hamilton road and Highway
    |
0002|     54/70 or to install a railroad crossing on the new road in
    |
0003|     Alamogordo in Otero county;
    |
0004|            Q.  twenty-five thousand dollars ($25,000) to design
    |
0005|     or construct a new road connecting Riata road and Highway 54/70
    |
0006|     or to install a railroad crossing on the new road in Otero
    |
0007|     county;
    |
0008|            R.  one hundred thousand dollars ($100,000) for
    |
0009|     street and drainage improvements on east McGaffey road in
    |
0010|     Roswell in Chaves county;
    |
0011|            S.  one hundred twenty thousand dollars ($120,000)
    |
0012|     for the purpose of surfacing or improving Isaack avenue in the
    |
0013|     Butterfield park area located in Dona Ana county; and
    |
0014|            T.  one hundred twenty-five thousand dollars
    |
0015|     ($125,000) for the purpose of designing the extension of Lohman
    |
0016|     avenue from Roadrunner parkway to Walnut street in Las Cruces
    |
0017|     located in Dona Ana county.
    |
0018|       Section 35.  GENERAL FUND--NEW MEXICO HIGHLANDS 
    |
0019|     UNIVERSITY--APPROPRIATION.--Pursuant to the provisions of
    |
0020|     Section 20 of this act, one hundred thousand dollars ($100,000)
    |
0021|     is appropriated from the general fund to the board of regents of
    |
0022|     New Mexico highlands university for the purpose of planning or
    |
0023|     designing a social work building at the New Mexico highlands
    |
0024|     university campus located in San Miguel county.
    |
0025|       Section 36.  GENERAL FUND--GENERAL SERVICES DEPARTMENT--APPROPRIATION.--Pursuant to the provisions of Section 20 of this
    |
0001|     act, one hundred thousand dollars ($100,000) is appropriated
    |
0002|     from the general fund to the property control division of the
    |
0003|     general services department for the purpose of renovating a
    |
0004|     working ranch or farm to be used as an environmental work camp
    |
0005|     at camp Sierra Blanca located in Lincoln county.
    |
0006|       Section 37.  GENERAL FUND--ENERGY, MINERALS AND NATURAL
    |
0007|     RESOURCES DEPARTMENT--APPROPRIATIONS.--Pursuant to the
    |
0008|     provisions of Section 20 of this act, the following amounts are
    |
0009|     appropriated from the general fund to the energy, minerals and
    |
0010|     natural resources department for the following purposes:
    |
0011|            A.  twenty-five thousand dollars ($25,000) for the
    |
0012|     purpose of making land acquisitions under the Natural Lands
    |
0013|     Protection Act; and
    |
0014|            B.  four hundred thousand dollars ($400,000) for the
    |
0015|     purpose of weatherizing homes for persons whose incomes are at
    |
0016|     or below one hundred twenty-five percent of the federal income
    |
0017|     poverty level.
    |
0018|       Section 38.  APPROPRIATIONS--EMPLOYMENT SECURITY DEPARTMENT
    |
0019|     FUND--PURPOSES.--
    |
0020|            A.  The following amounts are appropriated from the
    |
0021|     employment security department fund to the capital program fund
    |
0022|     for expenditure by the property control division of the general
    |
0023|     services department in fiscal years 1996 through 2000 for the
    |
0024|     following purposes:
    |
0025|                 (1)  fifty-seven thousand one hundred dollars
    |
0001|     ($57,100) for the purpose of completing the renovation or repair
    |
0002|     of the Alamogordo office of the labor department located in
    |
0003|     Otero county; and
    |
0004|                 (2)  ninety-nine thousand five hundred dollars
    |
0005|     ($99,500) for the purpose of completing the renovation of the
    |
0006|     Farmington office of the labor department located in San Juan
    |
0007|     county.
    |
0008|            B.  Any unexpended or unencumbered balance remaining
    |
0009|     at the end of fiscal year 2000 shall revert to the employment
    |
0010|     security department fund.
    |
0011|       Section 39.  APPROPRIATION--STATE ROAD FUND--PURPOSE.--One
    |
0012|     million dollars ($1,000,000) is appropriated from the state road
    |
0013|     fund to the state highway and transportation department for
    |
0014|     expenditure in fiscal years 1997 through 2000 for the purpose of
    |
0015|     completing the Santa Teresa border station located in Dona Ana
    |
0016|     county.  Any unexpended or unencumbered balance remaining at the
    |
0017|     end of fiscal year 2000 shall revert to the state road fund.
    |
0018|       Section 40.  APPROPRIATION--STATE ROAD FUND--PURPOSE.--Four
    |
0019|     hundred seventy-eight thousand seven hundred dollars ($478,700)
    |
0020|     is appropriated from the state road fund to the state highway
    |
0021|     and transportation department for expenditure in fiscal years
    |
0022|     1997 through 2000 for the purpose of installing salt storage
    |
0023|     domes at patrol yards in Taos located in Taos county, in Chama
    |
0024|     located in Rio Arriba county and in Santa Fe located in Santa Fe
    |
0025|     county.  Any unexpended or unencumbered balance remaining at the
    |
0001|     end of fiscal year 2000 shall revert to the state road fund.
    |
0002|       Section 41.  APPROPRIATIONS--MINERS' TRUST FUND--PURPOSE.--
    |
0003|            A.  The following amounts are appropriated from the
    |
0004|     miners' trust fund to the miners' Colfax medical center located
    |
0005|     in Colfax county for expenditure in fiscal years 1996 through
    |
0006|     2000 for the following purposes:
    |
0007|                 (1)  thirty-nine thousand dollars ($39,000) to
    |
0008|     purchase a blood gas oximetry unit;
    |
0009|                 (2)  thirty-three thousand dollars ($33,000) to
    |
0010|     purchase bath tubs for the long-term care facility;
    |
0011|                 (3)  two hundred twenty-five thousand dollars
    |
0012|     ($225,000) to purchase an ultrasound machine;
    |
0013|                 (4)  forty-eight thousand dollars ($48,000) to
    |
0014|     purchase a phacoemulsification unit;
    |
0015|                 (5)  sixty-five thousand one hundred dollars
    |
0016|     ($65,100) to purchase electric beds for the long-term care
    |
0017|     facility;
    |
0018|                 (6)  thirty-three thousand dollars ($33,000) to
    |
0019|     purchase order entry software;
    |
0020|                 (7)  thirty thousand dollars ($30,000) to
    |
0021|     purchase an x-ray film storage unit;
    |
0022|                 (8)  one hundred twelve thousand seven hundred
    |
0023|     dollars ($112,700) to purchase optical disk software and
    |
0024|     hardware;
    |
0025|                 (9)  thirty-two thousand dollars ($32,000) to
    |
0001|     purchase an ultrasound machine to be used in the obstetric
    |
0002|     department; and
    |
0003|                 (10)  one hundred seventeen thousand dollars
    |
0004|     ($117,000) to purchase a nursing information computer system.
    |
0005|            B.  Any unexpended or unencumbered balance remaining
    |
0006|     at the end of fiscal year 2000 shall revert to the miners' trust
    |
0007|     fund.

0008|       Section 42.  SEVERANCE TAX BONDS--CHANGE IN AGENCY--CHANGE
    |
0009|     IN PURPOSES--APPROPRIATIONS.--One hundred thousand dollars
    |
0010|     ($100,000) of the proceeds of severance tax bonds appropriated
    |
0011|     to the corrections department pursuant to Laws 1995, Chapter
    |
0012|     214, Section 3 to provide correctional or jail services for a
    |
0013|     correctional facility in Guadalupe county and a correctional
    |
0014|     facility in Lea, Chaves or Santa Fe county shall not be expended
    |
0015|     for the original purpose but is reauthorized and appropriated to
    |
0016|     the local government division of the department of finance and
    |
0017|     administration for the following purposes:
    |
0018|            A.  fifty thousand dollars ($50,000) to purchase
    |
0019|     equipment and furniture for the Tom Bell community center
    |
0020|     addition in the city of Albuquerque in Bernalillo county; and
    |
0021|            B.  fifty thousand dollars ($50,000) to plan, design
    |
0022|     and construct a weight room and additional parking at the Dennis
    |
0023|     Chavez community center in the city of Albuquerque in Bernalillo
    |
0024|     county.

0025|       Section 43.  ART IN PUBLIC PLACES.--Pursuant to Section 
    |
0001|     13-4A-4 NMSA 1978 and where applicable, the appropriations
    |
0002|     authorized in this act include one percent for the art in public
    |
0003|     places fund.
    |
0004|       Section 44.  EMERGENCY.--It is necessary for the public
    |
0005|     peace, health and safety that this act take effect immediately.
