0012| RELATING TO CAPITAL PROJECTS; PROVIDING LEGISLATIVE

0013| AUTHORIZATION FOR FINANCING CAPITAL PROJECTS FROM THE PUBLIC

0014| PROJECT REVOLVING FUND; DECLARING AN EMERGENCY.

0016| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
|
0017| Section 1. AUTHORIZATION OF PROJECTS.--Pursuant to the
|
0018| provisions of Section 6-21-6 NMSA 1978, the legislature
|
0019| authorizes the New Mexico finance authority to make loans from
|
0020| the public project revolving fund to the following qualified
|
0021| entities for the following public projects on terms and
|
0022| conditions established by the authority:
|
0023| A. to the city of Aztec for a water project and a
|
0024| wastewater project;
|
0025| B. to Santa Fe county for a recreational facility
|
0001| project, a parking facility project, a detention facility
|
0002| project and a solid waste project;
|
0003| C. to Socorro county for land acquisition for an
|
0004| administration building project;
|
0005| D. to the Hyde Park community water association for
|
0006| a water project;
|
0007| E. to the Lea county solid waste authority for a
|
0008| solid waste project;
|
0009| F. to McKinley county for a public health clinic
|
0010| project;
|
0011| G. to the Ruidoso regional joint use board for a
|
0012| wastewater project;
|
0013| H. to the village of Cloudcroft for a water project
|
0014| and a wastewater project;
|
0015| I. to Valencia county for a solid waste project;
|
0016| J. to the Alpine Village sanitation district for a
|
0017| water project;
|
0018| K. to the city of Aztec for an electric utility
|
0019| distribution system project;
|
0020| L. to the village of Columbus for a fire station
|
0021| project and a solid waste project;
|
0022| M. to the Garfield water association for a water
|
0023| project;
|
0024| N. to the village of Angel Fire for a solid waste
|
0025| project;
|
0001| O. to the city of Raton for a solid waste project;
|
0002| P. to the village of Roy for a solid waste project;
|
0003| Q. to the town of Taos for a solid waste project; R. to Mora county for a solid waste project;
|
0004| S. to the town of Taos for a water rights
|
0005| acquisition project;
|
0006| T. to the Nor-Lea county hospital for a medical
|
0007| building project;
|
0008| U. to the Agua Santa water association for a water
|
0009| project;
|
0010| V. to the Dona Ana county flood control commission
|
0011| for a flood control project;
|
0012| W. to the energy, minerals and natural resources
|
0013| department for park system capital projects;
|
0014| X. to Valencia and Socorro counties for a central
|
0015| solid waste authority;
|
0016| Y. to the town of Hagerman to purchase water rights;
|
0017| Z. to San Juan county for a water treatment plant at
|
0018| the Navajo agriculture products industry location on the Navajo
|
0019| nation;
|
0020| AA. to New Mexico state university for a center for
|
0021| sustainable development of arid lands;
|
0022| BB. to the city of Rio Rancho for a youth complex;
|
0023| and
|
0024| CC. to the city of Clovis for a solid waste project.
|
0025| Section 2. AUTHORIZATION TO ISSUE BONDS--APPROPRIATIONS.--Pursuant to the provisions of the New Mexico Finance Authority
|
0001| Act, the New Mexico finance authority may issue and sell revenue
|
0002| bonds payable from the public project revolving fund in an
|
0003| amount not to exceed ten million three hundred fifty-seven
|
0004| thousand dollars ($10,357,000), the proceeds of which are
|
0005| appropriated in the following amounts to the following agencies
|
0006| for the following purposes:
|
0007| A. six million eight hundred thousand dollars
|
0008| ($6,800,000) to the taxation and revenue department to purchase
|
0009| and install the taxation and revenue information management
|
0010| system;
|
0011| B. two hundred twenty thousand seven hundred dollars
|
0012| ($220,700) to the general services department to purchase and
|
0013| install a requisition processing system;
|
0014| C. four hundred ten thousand five hundred dollars
|
0015| ($410,500) to the public defender department to purchase and
|
0016| install office automation and case tracking systems;
|
0017| D. seven hundred eighteen thousand dollars
|
0018| ($718,000) to the state treasurer to develop, purchase and
|
0019| install the treasurer's warrant account reconciliation
|
0020| accounting system;
|
0021| E. three hundred seven thousand eight hundred
|
0022| dollars ($307,800) to the regulation and licensing department to
|
0023| purchase and install computer system improvements;
|
0024| F. four hundred thousand dollars ($400,000) to the
|
0025| office of the state engineer to purchase equipment to conduct a
|
0001| comprehensive information system pilot project for water rights
|
0002| and hydrological studies;
|
0003| G. two hundred fifty thousand dollars ($250,000) to
|
0004| the human services department to purchase and install an
|
0005| information system for the income support division system;
|
0006| H. six hundred fifty thousand dollars ($650,000) to
|
0007| the department of health to develop, purchase and install a
|
0008| system for the community provider payment project; and
|
0009| I. six hundred thousand dollars ($600,000) to the
|
0010| corrections department to purchase and install the inmate
|
0011| management information system.
|
0012| Section 3. CERTIFICATION.--The New Mexico finance
|
0013| authority shall require periodic certification from the agencies
|
0014| identified in Section 2 of this act and from the department of
|
0015| finance and administration that the approved project is on
|
0016| schedule and that all funds have been properly expended for the
|
0017| project. A copy of the certification and all supporting
|
0018| documentation shall be submitted to the legislative finance
|
0019| committee.
|
0020| Section 4. EMERGENCY.--It is necessary for the public
|
0021| peace, health and safety that this act take effect immediately.
