  Mr. Speaker:
  
       Your EDUCATION COMMITTEE, to whom has been referred
  
                        HOUSE BILL 83
  
  has had it under consideration and reports same with
  recommendation that it DO PASS, amended as follows:
  
       1.   On page 2, line 1, after the period insert:
  
       "In determining budget and revenue calculations, the
  commission on higher education shall not take credit for tuition
  money a university does not receive as a result of a public school
  tuition waiver.",
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
