0011|     RELATING TO EDUCATION; PROVIDING FOR THE ESTABLISHMENT OF A
    |
0012|     STUDENT TEACHER SCHOLARSHIP PROGRAM; CREATING A FUND; MAKING AN
    |
0013|     APPROPRIATION.

0015|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0016|          Section 1.  SCHOLARSHIP PROGRAM ESTABLISHED.--
    |
0017|               A.  In order to encourage individuals to enter the
    |
0018|     teaching profession and to retain teachers in New Mexico, the
    |
0019|     commission on higher education shall promulgate regulations to
    |
0020|     establish and administer a student teacher scholarship program.
    |
0021|               B.  In establishing the program, the commission on
    |
0022|     higher education shall:
    |
0023|                    (1)  develop standardized methods to identify
    |
0024|     eligible student teachers and to distribute money to accredited
    |
0025|     teacher training institutions;
    |
0001|                    (2)  verify that recipients are employed as
    |
0002|     full-time teachers in a public school setting for at least one
    |
0003|     year after completion of student teaching;
    |
0004|                    (3)  develop criteria for selection of
    |
0005|     scholarship recipients, which shall include academic
    |
0006|     performance, campus involvement, letters of recommendation and
    |
0007|     personal commitment to the teaching profession;
    |
0008|                    (4)  pay full tuition for recipients for the
    |
0009|     semester in which they are student teaching; and
    |
0010|                    (5)  ensure that recipients comply with all
    |
0011|     regulations adopted by the commission for the scholarship
    |
0012|     program.
    |
0013|          Section 2.  SCHOLARSHIP FUND CREATED.--The "student
    |
0014|     teacher scholarship fund" is created in the state treasury. 
    |
0015|     Money in the fund shall not revert at the end of a fiscal year.
    |
0016|     Money appropriated to the fund or accruing to it through gifts,
    |
0017|     grants, bequests and devices shall be deposited in the fund. 
    |
0018|     The fund shall be invested as other state funds are invested. 
    |
0019|     Money in the fund is appropriated to the commission on higher
    |
0020|     education to carry out the purposes of Section 1 of this act.
    |
0021|     Disbursements from the fund shall be made upon warrants drawn
    |
0022|     by the secretary of finance and administration pursuant to
    |
0023|     vouchers signed by the executive director of the commission on
    |
0024|     higher education or his designee.  The commission shall use no
    |
0025|     more than three percent of the money in the fund for
    |
0001|     administration.  The remaining money in the fund shall be used
    |
0002|     to carry out the provisions of Section 1 of this act.
    |
0003|          Section 3.  APPROPRIATION.--Two hundred fifty thousand
    |
0004|     dollars ($250,000) is appropriated from the general fund to the
    |
0005|     commission on higher education for the student teacher
    |
0006|     scholarship fund for expenditure in fiscal year 1998 to carry
    |
0007|     out the provisions of Section 1 of this act.  Any unexpended or
    |
0008|     unencumbered balance remaining at the end of fiscal year 1998
    |
0009|     shall not revert to the general fund.
