  recommendation that it DO PASS, amended as follows:
  
       1.   On page 1, lines 19 and 20, strike "local government
  division of the department of finance and administration" and insert
  in lieu thereof "state engineer".,
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
