0020|     RELATING TO THE PUBLIC PEACE, HEALTH, SAFETY AND WELFARE;

0021|     MAKING APPROPRIATIONS FOR THE SPECIAL CONGRESSIONAL ELECTION IN
    |
0022|     THE THIRD CONGRESSIONAL DISTRICT; DECLARING AN EMERGENCY.
    |

0024|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0025|          Section 1.  APPROPRIATION.--
    |
0001|               A.  One hundred fifty thousand dollars ($150,000) is
    |
0002|     appropriated from the general fund to the secretary of state
    |
0003|     for expenditure in fiscal year 1997 to pay expenses incurred by
    |
0004|     the secretary of state in conducting a special congressional
    |
0005|     election in the third congressional district.  Any unexpended
    |
0006|     or unencumbered balance remaining at the end of fiscal year
    |
0007|     1997 shall revert to the general fund.
    |
0008|               B.  Five hundred forty-seven thousand dollars
    |
0009|     ($547,000) is appropriated from the general fund to the
    |
0010|     secretary of state for expenditure in fiscal year 1997 to
    |
0011|     distribute the appropriate amounts to the county clerks of the
    |
0012|     counties in the third congressional district to pay expenses
    |
0013|     incurred by the counties in conducting a special congressional
    |
0014|     election in the third congressional district.  Any unexpended
    |
0015|     or unencumbered balance remaining at the end of fiscal year
    |
0016|     1997 shall revert to the general fund.
    |
0017|          Section 2.  EMERGENCY.--It is necessary for the public
    |
0018|     peace, health and safety that this act take effect immediately.
