  recommendation that it DO PASS, amended as follows:
  
       1.  On page 1, line 17, after "submit" insert "a state plan,
  developed pursuant to Section 103 of Public Law 104-193,".
  
       2.  On page 1, line 18, after "legislature" insert "or an
  appropriate legislative interim committee".
  
       3.  On page 1, line 18, strike "a state plan, pursuant to 42
  USCA (602),".
