Section 22-1-6 NMSA 1978 (being Laws 1989, | 0018| Chapter 308, Section 1, as amended) is amended to read: | 0019| "22-1-6. ANNUAL SCHOOL DISTRICT ACCOUNTABILITY REPORT | 0020| REQUIRED.-- | 0021| A. [Each] School [district] districts shall be | 0022| required to publish an annual school district accountability | 0023| report to provide district-wide data for the previous school | 0024| year. The state board shall establish the format for the | 0025| accountability reports and ensure that the relevant data is | 0001| provided to parents, students, educators, policymakers, | 0002| legislators and business and economic development | 0003| organizations. [The school district shall send to the state | 0004| superintendent the required data with the year-end reports | 0005| prior to August 15 each year. The state superintendent shall | 0006| compile the district reports data and send a draft compilation | 0007| report to the districts by October 15 each year and send a | 0008| final compilation state report to the governor and legislature | 0009| prior to November 15 each year] The department of education | 0010| shall establish the following five indices through which public | 0011| school performance shall be measured: | 0012| (1) student achievement as measured by a | 0013| nationally norm-referenced test approved by the state board or | 0014| through a performance-based instrument to measure proficiency; | 0015| (2) school safety; | 0016| (3) the drop-out rate; | 0017| (4) attendance; and | 0018| (5) parent and community involvement. | 0019| The department of education shall establish the | 0020| methodology for measuring each of the five indices. | 0021| B. [The accountability report shall include a brief | 0022| statement of the mission of the local school board, enrollment | 0023| statistics, total expenditures per pupil for the school year, | 0024| administrative expenditures per student for the school year, | 0025| the average teacher salary, a summary of student scores on all | 0001| state-mandated tests and college entrance exam scores, | 0002| including the norm base year; the number of New Mexico scholars | 0003| eligible for and receiving scholarships; the percentage of the | 0004| graduating high school class applying for entrance into a four- | 0005| year post-secondary institution; the percentage of seniors | 0006| beginning the year who graduate; the percentage of ninth | 0007| graders, plus any newcomers entering during grades nine through | 0008| twelve, who graduate; the percentage of full-time-equivalent | 0009| students participating in bilingual programs, chapter I | 0010| programs, special education programs and other federally funded | 0011| programs, with the percentage of the district budget | 0012| attributable to each program; the percentage of the district | 0013| budget utilized to employ certified teachers, administrators, | 0014| support personnel and non-certified classified personnel; the | 0015| number of students enrolled in advanced placement courses; a | 0016| concise annual budget report, including revenue and expense | 0017| data; budget funding sources; the student drop-out rate; | 0018| continual student progress follow-up study; a statement of | 0019| school district goals for the upcoming year; an invitation to | 0020| all citizens to participate in school planning and school | 0021| activities; and other data and information that clearly | 0022| communicates the activities and progress of the school district | 0023| to the residents of that school district. The published | 0024| accountability report shall compare district, state and | 0025| national data whenever appropriate and shall include the rank | 0001| of the school district among all of the school districts in the | 0002| state, for all state-mandated tests and college exam scores, | 0003| graduation percentages, drop-out rate, per-student | 0004| administration expenditure, total per-student expenditure and | 0005| average teacher salary data. The published report shall use | 0006| tables and graphs to better communicate complex information | 0007| and, using the ranking data, shall include a graphic | 0008| representation of the school district's progress over the | 0009| preceding three years] School districts shall set one-, | 0010| three- and five-year benchmarks in each of the five indices for | 0011| each public school. Local school boards may establish | 0012| additional indices, if reviewed by the department of education, | 0013| through which to measure the school district's performance in | 0014| other areas. | 0015| C. The annual accountability report shall also | 0016| include the results of a survey of parents' views of the | 0017| quality of their children's school. The survey shall be | 0018| conducted each year in time to include the results in the | 0019| annual accountability report. The survey shall compile the | 0020| results of a written questionnaire that shall be sent home with | 0021| the students to be given to their parents. The survey may be | 0022| completed anonymously. The survey shall be no more than one | 0023| page, shall be clearly and concisely written and shall include | 0024| not more than twenty questions that shall be answered with | 0025| options of a simple sliding scale ranging from "strongly agree" | 0001| to "strongly disagree" and shall include the optional response | 0002| "don't know". The survey shall also include a request for | 0003| optional written comments, which may be written on the back of | 0004| the questionnaire form. The questionnaire shall include | 0005| questions in the following areas: | 0006| (1) parent-teacher-school relationship and | 0007| communication; | 0008| (2) quality of educational and extracurricular | 0009| programs; | 0010| (3) instructional practices and techniques; | 0011| (4) resources; | 0012| (5) school personnel, including the school | 0013| principal; and | 0014| (6) parents' view of teaching staff | 0015| expectations for the students. | 0016| The state board shall develop no more than ten of the | 0017| questions [which shall be reviewed by the legislative | 0018| education study committee prior to implementation]. No more | 0019| than five questions shall be developed by the local school | 0020| board and no more than five questions shall be developed by the | 0021| staffs of each individual school site, provided that at least | 0022| half of those questions are developed by teachers rather than | 0023| administrators, in order to gather information that is specific | 0024| to the particular community surveyed. The questionnaires shall | 0025| indicate the public school site and shall be tabulated by the | 0001| department of education within thirty days of receipt. | 0002| D. The annual accountability report for each school | 0003| district shall be adopted by the local school board and shall | 0004| be published no later than November 15 of each year and shall | 0005| be published at least once each school year in a newspaper of | 0006| general circulation in the county where the school district | 0007| is located. In publication, the report shall be titled "the | 0008| school district report card". | 0009| E. The department of education shall create an | 0010| accountability data system through which data from each public | 0011| school and each school district may be compiled and reviewed. | 0012| The department of education shall provide the resources to | 0013| train school district personnel in the use of the | 0014| accountability data system. | 0015| F. The department of education shall verify data | 0016| submitted by the school districts. | 0017| G. The department of education shall provide | 0018| adequate support staff to execute the requirements of this | 0019| section. | 0020| H. The state board shall establish different levels | 0021| of accreditation through which the performance of every public | 0022| school in New Mexico shall be measured. Public schools | 0023| achieving the highest level of accreditation shall be eligible | 0024| for supplemental incentive funding. The state board shall | 0025| establish the corrective actions and interventions necessary | 0001| for public schools whose accreditation level is low." | 0002| Section 2. APPROPRIATION.--Five hundred thousand dollars | 0003| ($500,000) is appropriated from the general fund to the state | 0004| department of public education for expenditure in fiscal years | 0005| 1998 and 1999 for the purpose of funding the cost of | 0006| accountability reports. Any unexpended or unencumbered balance | 0007| remaining at the end of fiscal year 1999 shall revert to the | 0008| general fund. | 0009| Section 3.
