Section 22-1-6 NMSA 1978 (being Laws 1989, | 0018| Chapter 308, Section 1, as amended) is amended to read: | 0019| "22-1-6. ANNUAL SCHOOL DISTRICT ACCOUNTABILITY REPORT | 0020| REQUIRED.-- | 0021| A. [Each] School [district] districts shall be | 0022| required to publish an annual school district accountability | 0023| report to provide district-wide data for the previous school | 0024| year. The state board shall establish the format for the | 0025| accountability reports and ensure that the relevant data is | 0001| provided annually to parents, students, educators, | 0002| policymakers, legislators, the governor and business and | 0003| economic development organizations. [The school district shall | 0004| send to the state superintendent the required data with the | 0005| year-end reports prior to August 15 each year. The state | 0006| superintendent shall compile the district reports data and send | 0007| a draft compilation report to the districts by October 15 each | 0008| year and send a final compilation state report to the governor | 0009| and legislature prior to November 15 each year] The department | 0010| of education shall establish the following five indices through | 0011| which public school performance shall be measured and reported | 0012| to school districts: | 0013| (1) student achievement as measured by a | 0014| nationally norm-referenced test approved by the department of | 0015| education or through a performance-based instrument to measure | 0016| proficiency; | 0017| (2) school safety; | 0018| (3) the drop-out rate; | 0019| (4) attendance; and | 0020| (5) parent and community involvement. | 0021| The department of education shall establish the | 0022| methodology for measuring each of the five indices. | 0023| B. [The accountability report shall include a brief | 0024| statement of the mission of the local school board, enrollment | 0025| statistics, total expenditures per pupil for the school year, | 0001| administrative expenditures per student for the school year, | 0002| the average teacher salary, a summary of student scores on all | 0003| state-mandated tests and college entrance exam scores, including | 0004| the norm base year; the number of New Mexico scholars eligible for | 0005| and receiving scholarships; the percentage of the graduating high | 0006| school class applying for entrance into a four-year post-secondary | 0007| institution; the percentage of seniors beginning the year who | 0008| graduate; the percentage of ninth graders, plus any newcomers | 0009| entering during grades nine through twelve, who graduate; the | 0010| percentage of full-time-equivalent students participating in | 0011| bilingual programs, chapter I programs, special education programs | 0012| and other federally funded programs, with the percentage of the | 0013| district budget attributable to each program; the percentage of | 0014| the district budget utilized to employ certified teachers, | 0015| administrators, support personnel and non-certified classified | 0016| personnel; the number of students enrolled in advanced placement | 0017| courses; a concise annual budget report, including revenue and | 0018| expense data; budget funding sources; the student drop-out rate; | 0019| continual student progress follow-up study; a statement of school | 0020| district goals for the upcoming year; an invitation to all | 0021| citizens to participate in school planning and school activities; | 0022| and other data and information that clearly communicates the | 0023| activities and progress of the school district to the residents of | 0024| that school district. The published accountability report shall | 0025| compare district, state and national data whenever appropriate and | 0001| shall include the rank of the school district among all of the | 0002| school districts in the state, for all state-mandated tests and | 0003| college exam scores, graduation percentages, drop-out rate, per- | 0004| student administration expenditure, total per-student expenditure | 0005| and average teacher salary data. The published report shall use | 0006| tables and graphs to better communicate complex information and, | 0007| using the ranking data, shall include a graphic representation of | 0008| the school district's progress over the preceding three years] | 0009| School districts shall set two-, four- and six-year benchmarks in | 0010| each of the five indices for each public school. Local school | 0011| boards may establish additional indices, if reviewed by the | 0012| department of education, through which to measure the school | 0013| district's performance in other areas. | 0014| C. The annual accountability report shall also include | 0015| the results of a survey of parents' views of the quality of their | 0016| children's school. The survey shall be conducted each year in | 0017| time to include the results in the annual accountability report. | 0018| The survey shall compile the results of a written questionnaire | 0019| that shall be sent home with the students to be given to their | 0020| parents. The survey may be completed anonymously. The survey | 0021| shall be no more than one page, shall be clearly and concisely | 0022| written and shall include not more than twenty questions that | 0023| shall be answered with options of a simple sliding scale ranging | 0024| from "strongly agree" to "strongly disagree" and shall include the | 0025| optional response "don't know". The survey shall also include a | 0001| request for optional written comments, which may be written on the | 0002| back of the questionnaire form. The questionnaire shall include | 0003| questions in the following areas: | 0004| (1) parent-teacher-school relationship and | 0005| communication; | 0006| (2) quality of educational and extracurricular | 0007| programs; | 0008| (3) instructional practices and techniques; | 0009| (4) resources; | 0010| (5) school personnel, including the school | 0011| principal; and | 0012| (6) parents' view of teaching staff expectations | 0013| for the students. | 0014| The state board shall develop no more than ten of the | 0015| questions which shall be reviewed by the legislative education | 0016| study committee prior to implementation. No more than five | 0017| questions shall be developed by the local school board and no more | 0018| than five questions shall be developed by the staffs of each | 0019| individual school site, provided that at least half of those | 0020| questions are developed by teachers rather than administrators, in | 0021| order to gather information that is specific to the particular | 0022| community surveyed. The questionnaires shall indicate the public | 0023| school site and shall be tabulated by the department of education | 0024| within thirty days of receipt and shall be returned to the | 0025| respective schools to be disseminated to all parents. | 0001| D. The annual accountability report for each school | 0002| district shall be adopted by the local school board, may be | 0003| published no later than November 15 of each year and [shall] may | 0004| be published at least once each school year in a newspaper of | 0005| general circulation in the county where the school district is | 0006| located. In publication, the report shall be titled "the school | 0007| district report card" and disseminated in accordance with | 0008| guidelines established by the state board to ensure effective | 0009| communication with parents, students, educators, local | 0010| policymakers and business and community organizations. | 0011| E. The department of education shall create an | 0012| accountability data system through which data from each public | 0013| school and each school district may be compiled and reviewed. The | 0014| department of education shall provide the resources to train | 0015| school district personnel in the use of the accountability data | 0016| system. | 0017| F. The department of education shall verify data | 0018| submitted by the school districts. | 0019| G. The state board shall measure the performance of | 0020| every public school in New Mexico. Public schools achieving the | 0021| highest level of performance shall be eligible for supplemental | 0022| incentive funding. The state board shall establish the corrective | 0023| actions and interventions necessary for public schools whose | 0024| performance level is low." | 0025| Section 2. EFFECTIVE DATE.--The effective date of the | 0001| provisions of this act is July 1, 1998. | 0002|  |
