SHORT TITLE.--This act may be cited as the | 0018| "Student Congress Act". | 0019| Section 2. PURPOSE.--The purpose of this act is to enable | 0020| youths in New Mexico to learn about the operation of the | 0021| legislature first-hand by observing and participating in the | 0022| interim legislative process and hearing from prominent state | 0023| leaders on the functions of state government. | 0024| Section 3. PLACEMENT OF STUDENTS.-- | 0025| A. Each legislator in the house of representatives | 0001| and in the senate may select a student who is at least a | 0002| sophomore in high school and who shall participate in the | 0003| student congress program. | 0004| B. Students shall have the opportunities to assist | 0005| and observe an interim legislative committee and attend | 0006| seminars at the state capitol in Santa Fe, where legislative | 0007| leaders shall address youth on: | 0008| (1) the legislative process; | 0009| (2) current issues the legislature may be | 0010| examining through the interim committee process; | 0011| (3) leadership training; and | 0012| (4) other areas of interest, as determined by | 0013| the legislative leadership. | 0014| C. The chief clerk of the senate and the chief | 0015| clerk of the house of representatives shall coordinate and | 0016| administer the program. | 0017| D. Students traveling from various points around | 0018| the state shall be reimbursed for travel to and from interim | 0019| legislative committee meetings and the state capitol. | 0020| Section 4. APPROPRIATION.--One hundred twenty-five | 0021| thousand dollars ($125,000) is appropriated from the general | 0022| fund to the legislative council service for expenditure in | 0023| fiscal year 1998 to reimburse students participating in the | 0024| program for travel expenses and to reimburse the chief clerk of | 0025| the senate and the chief clerk of the house of representatives | 0001| for administrative costs associated with the program.
