APPROPRIATION.--Two hundred thousand dollars | 0019| ($200,000) is appropriated from the general fund to the | 0020| commission on higher education for expenditure in fiscal year | 0021| 1998 for the purpose of funding the expansion of teacher | 0022| writing instruction projects at eastern New Mexico university, | 0023| the university of New Mexico and New Mexico state university | 0024| and the establishment of an additional writing instruction | 0025| project in western or northern New Mexico. The purpose of the | 0001| writing instruction projects is to provide professional | 0002| development instruction to primary and secondary school | 0003| teachers to enable teachers to improve writing and critical | 0004| thinking skills of primary and secondary students and to enable | 0005| those teachers to provide instruction to other teachers. Any | 0006| unexpended or unencumbered balance remaining at the end of | 0007| fiscal year 1998 shall revert to the general fund. | 0008|  |
