"ANDY" KISSNER | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE STATE HIGHWAY AND TRANSPORTATION DEPARTMENT, THE | 0012| CITY OF LAS CRUCES, THE UNITED STATES DEPARTMENT OF | 0013| TRANSPORTATION AND THE NEW MEXICO CONGRESSIONAL DELEGATION TO | 0014| COOPERATE TO THE FULLEST EXTENT POSSIBLE TO OBTAIN FUNDS FOR | 0015| AND COMPLETE CONSTRUCTION OF APPROXIMATELY FOURTEEN MILES OF | 0016| IMPROVEMENTS TO UNITED STATES HIGHWAY 70 IN DONA ANA COUNTY. | 0017| | 0018| WHEREAS, the city of Las Cruces and its suburbs, as well | 0019| as nearby communities, have grown tremendously in recent years, | 0020| increasing the city's population by thirty-seven and eight- | 0021| tenths percent and the county's by forty and six-tenths percent | 0022| during the 1980s; and | 0023| WHEREAS, the highest growth rate in the area is occuring | 0024| in the census tracts immediately adjacent to United States | 0025| highway 70; | 0001| WHEREAS, United States highway 70 is a major feeder route | 0002| connecting Las Cruces with White Sands Missile Range, | 0003| Alamogordo and Ruidoso on the east and those locations with | 0004| Deming, Lordsburg and Tucson on the west; and | 0005| WHEREAS, the number of vehicle trips per day through the | 0006| interstate 25 and United States highway 70 interchange has | 0007| increased by about twenty-five percent over the past five years | 0008| and has the highest traffic count of any highway in the city; | 0009| and | 0010| WHEREAS, job centers crucial to the economy of Las Cruces | 0011| and the state such as White Sands Missile Range and Johnson | 0012| Space Center are dependent on United States highway 70 for | 0013| transportation access, as are public schools and industrial and | 0014| commercial facilities in the area; and | 0015| WHEREAS, the accident rate along that segment of highway | 0016| is unacceptably high, resulting in citizen complaints and | 0017| demands for improvements; and | 0018| WHEREAS, a state study of the highway corridor completed | 0019| in the late 1980s recommends reconstruction of United States | 0020| highway 70 to provide for controlled access and to increase its | 0021| capacity; and | 0022| WHEREAS, such improvements will provide for safety and | 0023| ensured economic development and expansion of space-related | 0024| facilities; | 0025| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0001| STATE OF NEW MEXICO that the state highway and transportation | 0002| department, the United States department of transportation and | 0003| the New Mexico congressional delegation be requested to | 0004| cooperate to the fullest extent possible to obtain adequate | 0005| funds for the completion of construction of improvements to | 0006| approximately 14 miles of United States highway 70 in Dona Ana | 0007| county; and | 0008| BE IT FURTHER RESOLVED that the state highway and | 0009| transportation department focus its right-of-way acquisitions | 0010| and initial construction on the fourteen miles of roadway in | 0011| Dona Ana county between interstate 25 and the community of | 0012| Organ; and | 0013| BE IT FURTHER RESOLVED that copies of this memorial be | 0014| transmitted to the secretary of highway and transportation, the | 0015| secretary of the United States department of transportation, | 0016| the City of Las Cruces and the New Mexico congressional | 0017| delegation. | 0018|  State of New Mexico | 0019| House of Representatives | 0020| | 0021| FORTY-THIRD LEGISLATURE | 0022| FIRST SESSION, 1997 | 0023| | 0024| | 0025| February 18, 1997 | 0001| | 0002| | 0003| Mr. Speaker: | 0004| | 0005| Your TRANSPORTATION COMMITTEE, to whom has been | 0006| referred | 0007| | 0008| HOUSE JOINT MEMORIAL 44 | 0009| | 0010| has had it under consideration and reports same with | 0011| recommendation that it DO PASS. | 0012| | 0013| Respectfully submitted, | 0014| | 0015| | 0016| | 0017| | 0018| | 0019| Daniel P.
