0001| HOUSE JOINT MEMORIAL 68 | 0002| 43rd legislature - STATE OF NEW MEXICO - first session, 1997 | 0003| INTRODUCED BY | 0004| JAMES ROGER MADALENA | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE SECRETARY OF STATE, THE COUNTY CLERKS, THE ALL- | 0012| INDIAN PUEBLO COUNCIL AND THE NINETEEN PUEBLO TRIBAL CENSUS | 0013| OFFICES TO COOPERATE ON REGISTERING ELIGIBLE VOTERS FOR THE | 0014| SPECIAL ELECTION IN THE THIRD CONGRESSIONAL DISTRICT FOR THE | 0015| STATE OF NEW MEXICO. | 0016| | 0017| WHEREAS, the members of certain pueblos in Sandoval | 0018| county, Santa Fe county, McKinley county, Rio Arriba county and | 0019| Taos county reside in the third congressional district for the | 0020| state of New Mexico; and | 0021| WHEREAS, the Native American election information programs | 0022| of Sandoval county and McKinley county and the secretary of | 0023| state service the nineteen pueblos by providing election and | 0024| election process information according to the constitution of | 0025| the United States and the constitution of New Mexico; and | 0001| WHEREAS, the Native American election information programs | 0002| are organized to operate and deliver electoral service to the | 0003| nineteen pueblos, their tribal administrations and communities | 0004| for the third congressional district special election; and | 0005| WHEREAS, there are many pueblo men and women eligible to | 0006| register and vote; and | 0007| WHEREAS, the right to vote is a constitutional right, and | 0008| pueblo men and women are provided the opportunity to register | 0009| and vote through the objective mission of the Native American | 0010| election information programs; and | 0011| WHEREAS, the state and pueblo governments have worked | 0012| together to strengthen the government-to-government | 0013| relationship between their respective governments; | 0014| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0015| STATE OF NEW MEXICO that it request the county clerks of | 0016| Sandoval, Santa Fe, Rio Arriba, Taos and McKinley counties to | 0017| network with the secretary of state, the all-Indian pueblo | 0018| council and the nineteen pueblos to register and bring election | 0019| awareness to eligible voters; and | 0020| BE IT FURTHER RESOLVED that the county clerks from the | 0021| aforementioned counties, the secretary of state and pueblo | 0022| tribal census offices cooperate in seeking out and verifying | 0023| pueblo men and women eligible to register and vote in the third | 0024| congressional district special election; and | 0025| BE IT FURTHER RESOLVED that the secretary of state, county | 0001| clerks, the all-Indian pueblo council and the nineteen pueblos | 0002| work together to maximize voter registration and participation | 0003| in the election process as stated in the mission of the Native | 0004| American election information programs; and | 0005| BE IT FURTHER RESOLVED that copies of this memorial be | 0006| transmitted to the secretary of state for distribution to the | 0007| appropriate tribes and agencies. | 0008|  State of New Mexico | 0009| House of Representatives | 0010| | 0011| FORTY-THIRD LEGISLATURE | 0012| FIRST SESSION, 1997 | 0013| | 0014| | 0015| March 11, 1997 | 0016| | 0017| | 0018| Mr. Speaker: | 0019| | 0020| Your VOTERS AND ELECTIONS COMMITTEE, to whom has | 0021| been referred | 0022| | 0023| HOUSE JOINT MEMORIAL 68 | 0024| | 0025| has had it under consideration and reports same with | 0001| recommendation that it DO PASS, amended as follows: | 0002| | 0003| 1.
