SALAZAR | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THE NEW MEXICO STATE LEGISLATURE TO CONSIDER FUNDING | 0012| A BIOMECHANICS CENTER FOR RESEARCH AND DEVELOPMENT AT THE | 0013| UNIVERSITY OF NEW MEXICO. | 0014| | 0015| WHEREAS, establishing a major center for biomechanics | 0016| research and development at the university of New Mexico will | 0017| build on twenty-five years of hand biomechanics research and | 0018| clinical studies already being conducted in New Mexico; and | 0019| WHEREAS, a biomechanics research and development center | 0020| will improve clinical health care such as providing better | 0021| medical procedures, prostheses, tendon transfer surgery, | 0022| rehabilitation therapy and educational outreach for all New | 0023| Mexicans; and | 0024| WHEREAS, a center will establish new high-tech biomedical | 0025| startup ventures that will create new jobs in New Mexico and | 0001| enhance the tax base of the state; and | 0002| WHEREAS, the center will serve as a platform for building | 0003| collaborations between the schools of engineering and medicine | 0004| at the university of New Mexico, with other areas of excellence | 0005| in other universities, and with the national labs; this | 0006| collaboration will aid in attracting federal and private | 0007| funding for the new biomechanics research and development | 0008| center; and | 0009| WHEREAS, a center will provide a mechanism for building | 0010| minority representation in both faculty and student populations | 0011| at the university of New Mexico; and | 0012| WHEREAS, the center will provide opportunities for the | 0013| university of New Mexico to become a principal in high-tech | 0014| startup ventures; and | 0015| WHEREAS, associated funding has been given to the | 0016| university of New Mexico that supports related research; in | 0017| January, 1995, the national institutes of health awarded the | 0018| university a grant of approximately one million dollars | 0019| ($1,000,000) to conduct research related to biomechanical | 0020| research, Sandia national laboratories awarded the university a | 0021| grant to study smart polymer materials that could be used as | 0022| artificial muscles, and the new center for the study of | 0023| artificial muscles recently established at the university of | 0024| New Mexico received grant money to develop powered and | 0025| unpowered braces to mobilize the elderly or other | 0001| musculoskeletal- deficient patients; | 0002| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0003| STATE OF NEW MEXICO that it consider funding a new biomechanics | 0004| research and development center at the university of New | 0005| Mexico; and | 0006| BE IT FURTHER RESOLVED that copies of this memorial be | 0007| transmitted to the speaker of the house of representatives and | 0008| the president pro tempore of the senate. | 0009|  State of New Mexico | 0010| House of Representatives | 0011| | 0012| FORTY-THIRD LEGISLATURE | 0013| FIRST SESSION, 1997 | 0014| | 0015| | 0016| March 12, 1997 | 0017| | 0018| | 0019| Mr. Speaker: | 0020| | 0021| Your EDUCATION COMMITTEE, to whom has been referred | 0022| | 0023| HOUSE JOINT MEMORIAL 71 | 0024| | 0025| has had it under consideration and reports same with | 0001| recommendation that it DO PASS, and thence referred to the | 0002| APPROPRIATIONS AND FINANCE COMMITTEE. | 0003| | 0004| Respectfully submitted, | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| Samuel F.
