0001| SENATE JOINT MEMORIAL 12 | 0002| 43rd legislature - STATE OF NEW MEXICO - first session, 1997 | 0003| INTRODUCED BY | 0004| SHANNON ROBINSON | 0005| | 0006| | 0007| | 0008| | 0009| | 0010| A JOINT MEMORIAL | 0011| REQUESTING THAT THE COMMISSION ON HIGHER EDUCATION UNDERTAKE A | 0012| PROGRAM OF EVALUATION AND PLANNING TO ASSURE THE AVAILABILITY | 0013| OF HIGH-QUALITY POST-SECONDARY EDUCATION THROUGHOUT THE STATE. | 0014| | 0015| WHEREAS, during the past decade, an increasingly diverse | 0016| population of students has sought post-secondary education, | 0017| resulting in demand for more flexible access to instruction and | 0018| a greater array of support services; and | 0019| WHEREAS, during the past decade, demand for post-secondary | 0020| education has expanded to encompass new fields of study, to | 0021| accommodate new areas of employment and to provide advanced | 0022| training and retraining for citizens already in the work force; | 0023| and | 0024| WHEREAS, rapidly changing technologies have expanded the | 0025| options for delivery of instruction, achievement of learning | 0001| and assessment of performance; and | 0002| WHEREAS, during the past decade, costs of post-secondary | 0003| education appear to have increased at rates higher than other | 0004| services; | 0005| NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE | 0006| STATE OF NEW MEXICO that the commission on higher education be | 0007| asked to undertake a long-term program of evaluation and | 0008| planning with the goal of assuring the availability of high- | 0009| quality post-secondary education delivered efficiently | 0010| throughout the state and responsive to the needs of New | 0011| Mexico's citizenry and the demands of the twenty-first century; | 0012| and | 0013| BE IT FURTHER RESOLVED that the commission be asked to | 0014| consult with state post-secondary institutions and with | 0015| representatives of private post-secondary education, public | 0016| education, employers, Native American tribal leaders and other | 0017| sectors of the citizenry, as appropriate, in the initiation and | 0018| conduct of this program; and | 0019| BE IT FURTHER RESOLVED that in order to accomplish this | 0020| evaluation and planning collaboratively and without expansion | 0021| of the state government, state post-secondary institutions be | 0022| asked to support the commission by providing technical | 0023| assistance and contributing staff support to the commission, as | 0024| requested by the commission; and | 0025| BE IT FURTHER RESOLVED that the commission be encouraged | 0001| to include in this program of evaluation and planning analyses | 0002| of quality and productivity of educational programs offered by | 0003| state post-secondary institutions; operating costs and | 0004| efficiencies of the institutions and their educational | 0005| programs; congruity or discongruity between existing | 0006| educational programs and current state needs; and methods for | 0007| improving the delivery of state support, including performance- | 0008| based funding; and | 0009| BE IT FURTHER RESOLVED that as an outcome of this program | 0010| of evaluation and planning the commission be encouraged to | 0011| identify optimal levels and methods of funding for post- | 0012| secondary education; appropriate shares of the cost of post- | 0013| secondary education; and appropriate means for managing costs | 0014| and improving efficiency without sacrificing quality of post- | 0015| secondary education; and | 0016| BE IT FURTHER RESOLVED that the commission be asked to | 0017| report annually to the legislature and the governor on the | 0018| status and progress of this program, including any | 0019| recommendations for legislation, beginning in January 1998;
