0011|     REQUESTING THAT THE NEW MEXICO LEGISLATIVE COUNCIL ESTABLISH A
    |
0012|     TASK FORCE TO STUDY AND MAKE RECOMMENDATIONS REGARDING THE
    |
0013|     TRANSFER OF MONEY BETWEEN THE TEMPORARY ASSISTANCE FOR NEEDY
    |
0014|     FAMILIES BLOCK GRANT AND THE CHILD CARE DEVELOPMENT BLOCK
    |
0015|     GRANT.

0017|          WHEREAS, the major purpose of welfare reform is to assist
    |
0018|     parents in obtaining sustainable employment that leads to self-
    |
0019|     sufficiency; and
    |
0020|          WHEREAS, both cash assistance and support services,
    |
0021|     especially child care, are crucial for obtaining this goal; and
    |
0022|          WHEREAS, the implementation of the temporary assistance
    |
0023|     for needy families block grant threatens the state's support
    |
0024|     for child care for the working poor; and
    |
0025|          WHEREAS, federal law allows for the transfer of money from
    |
0001|     the temporary assistance for needy families block grant; 
    |
0002|          NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATURE OF THE
    |
0003|     STATE OF NEW MEXICO that the New Mexico legislative council
    |
0004|     establish a task force consisting of agency personnel, child-
    |
0005|     care advocates and consumers to review and make recommendations
    |
0006|     to the human services department and the children, youth and
    |
0007|     families department regarding the transfer of money between the
    |
0008|     temporary assistance for needy families block grants and the
    |
0009|     child care development block grant; and
    |
0010|          BE IT FURTHER RESOLVED that preliminary findings of the
    |
0011|     task force be reported to the appropriate legislative committee
    |
0012|     by October 31, 1997; and
    |
0013|          BE IT FURTHER RESOLVED that copies of this memorial be
    |
0014|     transmitted to the secretaries of human services and children,
    |
0015|     youth and families and to members of the legislative council.
