BEAM | 0005| | 0006| | 0007| | 0008| FOR THE EXCELLENCE IN HIGHER EDUCATION COMMITTEE | 0009| | 0010| AN ACT | 0011| RELATING TO EDUCATION; CREATING THE EXTENDED LEARNING STUDY | 0012| COMMITTEE; MAKING AN APPROPRIATION; DECLARING AN EMERGENCY. | 0013| | 0014| BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO: | 0015| Section 1. EXTENDED LEARNING STUDY COMMITTEE.-- | 0016| A. The "extended learning study committee" is | 0017| created. The committee shall consist of: | 0018| (1) the chairmen of the commission on higher | 0019| education and the state board of education or their designees, | 0020| who shall serve as co-chairmen of the committee; | 0021| (2) one representative from the New Mexico | 0022| association of community colleges; | 0023| (3) one representative from the public four- | 0024| year institutions appointed by the council of presidents; | 0025| (4) the state librarian; |

0001| (5) the superintendent of public instruction; | 0002| (6) two representatives appointed by the | 0003| governor from the communications industry; | 0004| (7) two representatives from the business | 0005| community, one appointed by the speaker of the house of | 0006| representatives and one appointed by the president pro tempore | 0007| of the senate; | 0008| (8) one representative from the national | 0009| guard of New Mexico; | 0010| (9) the chief information officer; | 0011| (10) one representative from the associated | 0012| students of the universities of New Mexico; and | 0013| (11) one representative from the | 0014| superintendents association. | 0015| B. The committee shall advise the commission on | 0016| higher education and public post-secondary educational | 0017| institutions on the development of a plan to establish an | 0018| extended learning network that may include public and private | 0019| educational institutions, libraries, medical facilities, | 0020| existing virtual universities, other public facilities and | 0021| private sector entities that donate their facilities and | 0022| resources for extended learning services. | 0023| C. The committee shall develop an extended | 0024| learning plan that includes a timetable with phase-in options, | 0025| cost projections, strategies for addressing professional |

0001| development needs and recommendations to the legislature and | 0002| the governor for implementing the plan. | 0003| D. The commission on higher education and the | 0004| state board of education shall jointly provide staff support | 0005| and administrative services to the committee. | 0006| E. The committee shall report its findings and | 0007| recommendations to the governor and to the legislature by | 0008| December 1, 1998. | 0009| F. Members of the extended learning study | 0010| committee who are not state employees shall be paid per diem | 0011| and mileage as provided in the Per Diem and Mileage Act and | 0012| shall receive no other compensation, perquisite or allowance. | 0013| Section 2. APPROPRIATION.--Fifty thousand dollars | 0014| ($50,000) is appropriated from the general fund to the | 0015| commission on higher education for expenditure in fiscal years | 0016| 1998 and 1999 for the purpose of supporting the work of the | 0017| extended learning study committee. Any unexpended or | 0018| unencumbered balance remaining at the end of fiscal year 1999 | 0019| shall revert to the general fund. | 0020| Section 3. EMERGENCY.--It is necessary for the public | 0021| peace, health and safety that this act take effect | 0022| immediately. | 0023|  |
