0016|     BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
    |
0017|          Section 1.  PROPERTY CONTROL RESERVE FUND--CREATED--
    |
0018|     PURPOSE.--The "property control reserve fund" is created in
    |
0019|     the state treasury.  The purpose of the fund is to provide a
    |
0020|     reserve account from which the property control division of
    |
0021|     the general services department can purchase or construct
    |
0022|     state office buildings, in particular to alleviate the state's
    |
0023|     reliance on expensive leased office space in Santa Fe.  The
    |
0024|     fund shall consist of appropriations, money from the sale of
    |
0025|     real property under the control of the division, gifts,
    |

0001|     grants, donations, bequests and income from investment of the
    |
0002|     fund.  Money in the fund shall not revert to the general fund
    |
0003|     at the end of any fiscal year.  The division shall administer
    |
0004|     the fund.  The legislature shall appropriate money in the fund
    |
0005|     to the division to purchase or acquire land and construct
    |
0006|     state office buildings in Santa Fe in accordance with the
    |
0007|     state's four-year major capital improvements plan. 
    |
0008|     Disbursements from the fund shall be made on warrants drawn by
    |
0009|     the secretary of finance and administration pursuant to
    |
0010|     vouchers signed by the director of the division or his
    |
0011|     authorized representative.
    |
0012|          Section 2.  Laws 1996, Chapter 14, Section 16 is amended
    |
0013|     to read:
    |
0014|          "Section 16.  PROCEEDS OF SALE OF LAND--GENERAL SERVICES
    |
0015|     DEPARTMENT--EXTENDING EXPENDITURE PERIOD--APPROPRIATION.--
    |
0016|     Notwithstanding the provisions of Laws 1994, Chapter 148,
    |
0017|     Section 41, the period of time in which the proceeds from the
    |
0018|     sale by the property control division of the general services
    |
0019|     department of the property that is located at the southeast
    |
0020|     corner of St. Michael's drive at St. Francis drive in the city
    |
0021|     of Santa Fe and that was purchased with money appropriated
    |
0022|     from the capital projects fund to the capital program fund
    |
0023|     pursuant to Paragraph (12) of Subsection B of Section 2 of
    |
0024|     Chapter 315 of Laws 1989 for the purpose of constructing and
    |
0025|     equipping the state library, archives and records center to be
    |

0001|     located in Santa Fe county may be expended shall be extended
    |
0002|     through fiscal year 1998.  Any unexpended or unencumbered
    |
0003|     balance remaining at the end of fiscal year 1998 shall revert
    |
0004|     to the <s>[capital projects fund]</s> <u>property control reserve
