       1.  On page 19, line 4, strike the period and insert in
  lieu thereof: 
  
       "; but the director, by rule or order as to a security or
  transaction or a type of security or transaction, may withdraw
  or further condition this exemption or may waive one or more
  of the conditions of this subsection.".,
  
  and thence referred to the APPROPRIATIONS AND FINANCE
  COMMITTEE.
